Brief Job Description:
The Health and Specialty Care System (HSCS) serves 23 facilities in Texas with over 18,000 employees who provide care to individuals with mental illness and intellectual disabilities. HSCS Competency, Training, and Development (CTD) is part of the Staff Support Services (SSS) team in the Business Operations Unit.
The HSCS CTD team supports facility CTD Departments by providing in-person, virtual, and hybrid training content as requested; managing publication of that training content on the hosting system; creating and maintaining instructor-led and computer-based training and curriculum; responding to inquiries; providing guidance based on state mandates and HHS/HSCS policies and procedures; keeping accurate and up-to-date materials and records; managing and reporting data; certifying facility instructors; and facilitating division-wide training programs.
As part of the HSCS CTD team, the Senior Instructional Developer will provide exceptional customer service to HSCS facilities by managing the iLEARN and System Training Solutions platform menus and course publications, collaborating with and mentoring internal and external instructional designers, and collaborating with Subject Matter Experts (SMEs) and other stakeholders to update, create, manage, and deliver eLearning courses. Responsibilities include ensuring online content is organized, regular maintenance checks are performed, and technical issues are quickly resolved. In addition to using knowledge of adult learning theory to create engaging and accessible computer-based training content for facility staff, the developer may be asked to design and present instructor led courses for the classroom. The ideal candidate will have advanced organizational and time management skills, strong written and oral communication, advanced problem-solving skills, advanced proficiency with software programs used for eLearning development and creation of interactive learning assets, and html coding experience. This individual values innovation, creativity, and continuous process improvement and thrives when working independently and as part of a team.

Essential Job Functions (EJFs):
Plans, revises, designs, and develops engaging, interactive, user-friendly computer-based training to meet identified objectives while using adult learning principles and eLearning best practices. This includes utilizing Adobe Creative Cloud (Photoshop, Illustrator, Premiere Pro, etc.) to design visual and interactive learning assets, develop multimedia content, and integrate assets into eLearning platforms. (30%)
Maintains eLearning course content files, updates html menus, and quickly responds to course file requests and publishing issues to ensure efficiency and smooth performance and course credit tracking functionality. (30%)
Collaborates with subject matter experts, team members, or other stakeholders as required to formulate learning objectives, draft or revise instructional content, assess training needs, or troubleshoot issues. (20%)
Serves as a mentor to other development team members and participates in evaluating training and curriculum to identify challenges and opportunities with a focus on continuous improvement. (10%)
Stays up to date on all laws, rules, policies, procedures, and best practices related to training and eLearning development. (10%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of:
Adult learning principles and instructional design models.
eLearning theories and best practices.
File system structures, databases, and/or LMS/LRS functionality.
Skill in:
Using authoring tools, such as Adobe Captivate, Storyline, or similar, to create and publish interactive and engaging eLearning courses.
Using Adobe Creative cloud to design, develop, edit, and optimize multimedia assets for eLearning modules, including graphics, audio, and video for seamless integration into authoring tools.
Written and oral communication.

Formulating learning objectives and creating engaging curriculum and training materials with content tailored to diverse audiences and learning styles.
Ability to:
Provide excellent customer service to HSCS leadership and facility staff.

Create and edit adult eLearning courses, resulting in visually appealing, engaging, interactive, and user-friendly content.
Manage multiple training projects simultaneously, meet deadlines, and adhere to project timelines.
Effectively work both independently and collaboratively as a member of the Competency, Training, and Development team.
Use HTML to create and edit webpages.

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in instructional design, educational technology, or related field.
At least 5 years of recent experience as an instructional designer or content creator using authoring software, such as Adobe Captivate, Articulate 360, or similar.
Experience troubleshooting technical issues related to publication and tracking of eLearning courses.
