Brief Job Description:

The Software Development Engineer in Test (Systems Analyst V) is responsible for driving the development, implementation, and maintenance of Software Quality Assurance (SQA) best practices and methodologies across the organization. This role ensures the delivery of high-quality software solutions by defining and maintaining test strategies and plans, developing and executing automated and manual tests, and tracking key QA metrics.

Working under minimal supervision with considerable latitude for independent judgment, this position coordinates closely with program teams, developers, and project managers to facilitate User Acceptance Testing (UAT) and support project delivery. The role involves both back-end and front-end testing for various applications, as well as performing exploratory testing in Agile/Scrum environments to ensure compliance with regulatory requirements, policies, and procedures.

Creates and maintains advanced QA documentation, test execution reports, and dashboards, while continuously recommending process improvements to enhance software quality and delivery efficiency.

This position reports to the QA Lead in Health and Human Services Commission Information Technology (HHSC IT) and is for U.S. Citizens or residents only.

Must be willing to work from an HHS office designated by the hiring manager three, or more, days per week located in Austin, TX.

Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Quality Assurance Leadership & Planning - takes ownership of quality in deliverables, ensuring alignment with customer requirements. Leads and participates in the development of Test Strategies, Test Plans, Test Approaches, Test Schedules, and Test Cases to support application, systems, and functional testing. Coordinates and facilitates User Acceptance Testing (UAT) with stakeholders, clearly communicating quality risks and recommending mitigation strategies. Attends walkthroughs and review meetings to ensure adherence to technical standards and business needs, and develops processes to maintain the highest quality assurance standards. (35%)

Automation Development & Maintenance - designs, develops, and maintains automated test scripts in accordance with industry coding standards. Updates existing automation to align with changing product functionality, conducts code reviews of automation, and performs automation code deployments as needed. Regularly executes automated scripts to monitor system health, reviews results, and troubleshoots issues. (20%)

Test Execution, Defect Management & Communication - coordinates and executes manual and automated test cycles, including daily stand-ups, defect triages, and test data preparation. Documents and facilitates the communication of issues, resolutions, and changes to relevant stakeholders. Works closely with subject matter experts, development teams, and business partners to ensure proper test coverage and timely resolution of defects while promoting adherence to established standards. (20%)

Subject Matter Expertise & Continuous Improvement - serves as a subject matter expert for HHSC IT systems and applications, including understanding security aspects of each application. Actively participates in QA and automation-related training to stay current with industry best practices. Proactively makes recommendations for improving QA processes, tools, and automation practices based on analysis and lessons learned. (10%)

Reporting, Documentation & Knowledge Management - creates and maintains QA documentation, including reports, dashboards, SharePoint/Confluence updates, and testing process materials. Monitors application quality metrics, tracks progress, and ensures clear communication of testing outcomes to stakeholders and management. (10%)

Performs other duties as assigned, which may include Accessibility Testing, Performance Testing, Requirements Review, Administration of QA tools, Reporting, and other agency-assigned responsibilities. (5%)

Knowledge, Skills, and Abilities (KSAs):

Knowledge of Software Quality Assurance methodologies, tools, and processes.
Knowledge of project development methodologies, principles, and practices.
Knowledge of code coverage tools, process/systems analysis, and design work.
Knowledge of software usability concepts, requirements traceability, project management life cycle, and Software Development Lifecycle (SDLC) processes.
Knowledge of test automation frameworks and scripting languages, including Java, JavaScript, and SQL.
Knowledge of Test-Driven Development (TDD) and Behavior-Driven Development (BDD) using Cucumber and Gherkin.
Knowledge of test management tools such as Xray, ALM, and Agile tools like JIRA and SharePoint.
Knowledge of performance testing concepts, tools, and techniques (e.g., JMeter).
Knowledge of accessibility testing principles, guidelines (such as WCAG), and related tools.
Skill in developing, maintaining, and optimizing automation test scripts for UI, API, and end-to-end testing using Selenium, WebdriverIO, or similar tools.
Skill in designing and maintaining automation frameworks to support CI/CD pipelines (e.g., Jenkins, GitHub Actions).
Skill in planning and executing manual and automation test efforts, including regression and performance testing.
Skill in monitoring, debugging, and troubleshooting to identify root causes and ensure quality standards.
Skill in tracking and reporting QA metrics, including defect densities, defect counts, and test coverage.
Skill in documenting and maintaining QA deliverables, such as test plans, test cases, and bug reports.
Skill in communicating effectively with varied levels of staff, stakeholders, and end users to build positive and productive working relationships.
Skill in gathering and analyzing system requirements from multiple stakeholders.
Ability to work effectively both independently and collaboratively with geographically dispersed teams.
Ability to provide guidance and support during User Acceptance Testing (UAT).
Ability to respond to inquiries regarding defects, errors, or program-related questions.
Ability to build consensus across diverse teams and manage multiple priorities under tight deadlines.
Ability to analyze complex problems, draw evidence-based conclusions, and recommend innovative solutions.
Ability to accurately estimate and track project work, including changes or enhancements.

Initial Screening Criteria:

Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field. Appropriate experience including experience designing, developing, implementing, and executing Test Automation Framework in Selenium may be substituted for the required education on a year-for-year basis up to four years.

Minimum of 6 (six) years of experience designing, developing, implementing, and executing Test Automation Framework in Selenium or similar technologies.
Minimum of 6 (six) years of experience in software development and quality assurance.
Minimum of 6 (six) years of experience in writing clear, concise, and comprehensive test plans and test cases.
Minimum of 6 (six) years of experience with both white box and black box testing.
Minimum of 5 (five) years of experience with ReactJS and AngularJS Applications.
Minimum of 5 (five) years of experience in enterprise-level projects using Agile software development methodologies.
