Brief Job Description:

The SH Training and Development Specialist V performs training and development work, reporting to the Specialty Health (SH) Operations & Support Services Manager. This role is responsible for identifying, designing, implementing, and evaluating training programs to meet the needs of SH program staff, providers, and stakeholders. The position oversees curriculum development, training delivery (in-person and web-based), and the management of SH’s learning management system (LMS). This position requires extensive initiative and independent judgment.

 

Essential Job Functions (EJFs):

Designs, develops, and delivers core and specialty competency-based training, including orientation, refresher using approved curriculum, audiovisual tools, and practice models to develop skills and knowledge. Creates and manages instructional materials for blended learning environments, incorporating in-person and online tools, including audio, video, narrated presentations, and simulations. Ensures training materials and resources are in plain, accessible language and comply with relevant standards and requirements. Evaluates and updates training programs to meet emerging needs, ensuring alignment with SH objectives and strategic goals. 30%

 

Conducts training and program needs assessments in collaboration with SH staff, stakeholders, and providers to identify strengths, gaps, and areas for improvement. Gathers and analyzes data from surveys, feedback, and course evaluations to refine training content and delivery methods. Designs and implements course evaluations and instructor evaluations to improve program effectiveness and participant experience. 25%

 

Manages and maintains the SH learning management system, ensuring training records are accurate, secure, and accessible. Develops and documents standard operating procedures (SOPs) for training coordination, delivery, and LMS usage. Oversees the organization and upkeep of training materials on digital platforms, including SharePoint and LMS, ensuring information security protocols are followed. 20%

 

Conducts in-person and virtual training sessions for internal and program stakeholders, utilizing effective adult learning principles, classroom management techniques, and virtual training technologies. Coordinates training schedules, priorities, and resources to achieve department goals and strategies for trainer development. Provides technical assistance and consultation to SH staff, contractors, and providers on training-related topics. 15%

 

Prepares reports and presentations for leadership on training effectiveness, community engagement projects, and program outcomes. Collaborates with other programs areas and departments to identify and implement innovative training methods and strategies. Assists with SH initiatives, projects, and disaster response/recovery efforts, including Continuity of Operations (COOP) activation. 10%

 

 

 

Knowledge, Skills and Abilities (KSAs):

Knowledge of: training and development procedures and techniques, learning design models and principles, instructional design principles and techniques, e-learning tools and learning management systems, programming languages, and curriculum design; concepts of community engagement, including planning, development, implementation, and evaluations of programs or interventions; project management methodologies and techniques; process improvement and continuous quality improvement processes.

 

Skill in: using a computer and applicable software and in designing graphics and instructional content; in communicating effectively orally and in writing and at presenting information publicly; in presentation development and public speaking; in coordinating and collaborating across areas and divisions; in critical thinking, attention to detail, and prioritizing work effectively; in synthesizing, analyzing, and evaluating highly complicated and technical information and translating it easily into clear and concise documents or presentations; in working proactively to develop creative and workable solutions to complex problems.

 

Ability to: formulate learning objectives, to apply instructional design principles, to develop training objectives, to evaluate the effectiveness of training, to assess training needs, to troubleshoot technical issues, and to communicate effectively; work effectively individually and as part of a team; maintain effective working relationships with a varying range of internal/external contacts; develop work plans and organize work; interpret and apply agency policies and procedures to internal business processes; prioritize time and manage multiple project deadlines.

 

Registrations, Licensure Requirements or Certifications:

N/A

 

Initial Screening Criteria:

  • Graduation from an accredited four-year college or university with coursework in education, training, organizational development, or a related field. Experience may be substituted for education on a year-by-year basis.
  • Two or more years of experience in training program development, instructional design, and training delivery.
  • Experience with a learning management system administration and online training development tool.

 

Preferred Criteria:

  • Experience with Articulate 360
  • Experience with HHSC programs
