The Texas Health and Human Services Commission seeks highly qualified candidates to fill a Rural Hospital Grants Project Coordinator position within the Office of Rural Hospital Finance & Coordination in the Provider Finance department in the Office of the Chief Financial Officer. This position joins a team that makes a positive impact on the operations of rural hospitals and their ability to provide health care services to rural Texas communities.

 

The Rural Hospital Grants Project Coordinator will be responsible for performing highly advanced (senior-level) administrative and organizational work related to rural hospital grant programs. Work involves performing business process improvements and evaluations, analyzing systems and procedures, and preparing operations and procedural manuals to assist the grants team in operating more efficiently and effectively. Work involves overseeing schedules and/or estimates of projects at various levels of completion; monitoring the progress and schedule for projects; and communicating with project stakeholders, management and other relevant parties. Work involves the planning, prioritizing, and performing a variety of technical, training, research, planning, policy, program assessments, and administrative activities including overseeing the implementation of work solutions to ensure the effective and efficient distribution of grant funding. Assists with the preparation of high-quality written project reports, updates, summaries, briefing documents, issue papers, correspondence, bill analyses, and memorandums for senior and executive management reviews.   

 

EJF 1 The Rural Hospital Grants Project Coordinator performs professional organizational work, business process improvement and evaluations, analyzes systems and procedures, and conducts work simplification studies to improve the processes occurring in the rural hospital grant life cycle. This position may research historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are needed to ensure grants are developed, procured, distributed, and reported on in the most efficient and effective manner.  Work involves but is not limited to identifying/addressing inefficient procedures/workflows that inhibit grant fund distribution. Work involves identifying training solutions or other approaches to improve rural hospital providers’ application process and grant reporting, as well as improving communication between rural hospital stakeholders and HHSC teams. Work involves collaborating with grants team staff to develop tools and methodologies to measure stakeholder satisfaction about financial assistance services provided, including the use of data collection/reporting systems. (25%)

 

EJF 2 The Rural Hospital Grants Project Coordinator collaborates with Grants team staff under the guidance of the Grants Manager to prepare new and/or modify operations' and procedures' manuals and policies to ensure team function continuity and team function operations are efficient and effective. Reviews and evaluates new or improved business and management policies and practices. With guidance and collaboration from the Grants Manager, the position develops new or modifies existing operational program policies, procedures, goals, and objectives, develops solutions to organizational issues and concerns, develops and implements organizational change strategies and plans, and/or identifies methods and/or approaches for implementation of organizational solutions, strategies, and plans. (25%)

 

EJF 3 - This position will be responsible for coordinating the collection, organization, and preparation of materials in response to requests from RHFC and executive leadership related to rural hospital grants and technical assistance issues. The Rural Hospital Grants Project Coordinator will conduct project management activities to compile schedules and/or estimates of RHFC projects at various levels of completion; monitor the progress and schedules to ensure on-time completion and assist with mitigation risks that inhibit project(s); and communicate with Grants team staff, project stakeholders, management and other relevant parties the status of various projects. (25%)

 

EJF 4 - With guidance from the RHFC leadership team, this position is responsible for development and writing of the Rural Hospital Services Strategic Plan, Rural Hospital Grants report, and the Pediatric Tele-Connectivity Resource Program of Rural Texas report. This position will also monitor and report on the progress of meeting the goals in each report. Contributes to communication materials created for rural hospital stakeholders including web site information, subscription-based emails, fact sheets, and other reference materials. Prepares high quality written project reports analysis, and evaluation of complex policy and operations issues, summaries, briefing documents, correspondence, bill analyses, and memorandum for senior and executive management review and decision-making documents as assigned or as needed. Responds to internal and external communications and requests for information in a timely manner. Drafts documents, reports and/or completes operational and/or financial analysis for both public and legislative inquires. (25%)

 

Knowledge, Skills and Abilities 

 

Knowledge of Medicaid hospital finance and financing challenges unique to rural hospitals.

Knowledge of state and federal laws, rules, and regulations relating to the health and human services agencies.

Knowledge of project planning and project management principles and practices.

Knowledge of organizational development, business process improvement, and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures to improve team efficiency, communication, and coordination.

 

Skill in understanding and solving complex problems; prioritizing, and meeting deadlines; organization; time management, exercising sound judgment; and effective decision making.

Skill in evaluating complex programs, rules, regulations, policies and procedures.

Skill in the use of a computer and applicable software, including proficiency in the Microsoft Office suite of applications.  .

Initial Screening Criteria:

Graduation from an accredited four-year college or university with major coursework in public administration, business administration, operations management, social work or a related field.  Experience in process or business improvement. 

 

Preferred Criteria: Knowledge of state government procurement and accounting processes. Experience performing business process improvements in state government that resulted in improved performance or efficiencies.
