The Texas Health and Human Services Commission seeks highly qualified candidates to fill a Rural Hospital Grants Advisor position within Office of Rural Hospital Finance in the Provider Finance department of the Office of the Chief Financial Officer. This position will be part of an innovative state-funded grant program targeting rural hospitals. This position joins a team that makes a positive impact on the operations of rural hospitals and their ability to provide health care services to rural Texas communities.

The Rural Hospital Grants Advisor will be responsible for performing advanced (senior-level) administrative program work related to rural hospital grant programs. Work involves preparing, maintaining, and reporting of grants; monitoring grant awards and grant expenditures, and performs of a variety of technical, training, research, planning, and policy activities that benefit grantees. Work involves the coordination, maintenance, and reporting for General Revenue-funded rural hospital grant program(s); monitoring grant awards; and serving as a liaison between grantees and HHSC. Works under minimal supervision, with some latitude for the use of initiative and independent judgment. Work involves managing multiple complex projects to ensure deadlines are met and compiles reports for federal, state, and community stakeholders, and state leaders.

 

Work includes assisting with the procurement and other distribution processes for distributing grant funding to qualified entities and working with grantees and contractors to ensure applicable federal and state regulations and guidelines are followed.

 

Work includes communicating complex information to internal and external stakeholders to provide, verify information, answer inquiries, address issues or resolve problems or concerns and providing consultation and technical assistance to grant program recipients to ensure grant compliance and achievement of grant objectives.

 

Work includes organizing and managing meetings and initiatives; performing cross-divisional coordination and project management; tracking milestones. May serve as a lead staff for complex or large grant programs.

 

ESSENTIAL JOB FUNCTIONS (EJF):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.


EJF 1 Coordinates program activities related to grant development, fund allocation, contract and grant agreement development, and oversight of rural hospital grant programs. Reviews and drafts interest forms, procurement document language, contract language, reporting requirements, scopes of work, and allocation plans for eligible entities to receive grant funding. Assists and liaises with other HHSC teams involved in the procurement, payment, contractual, and legal requirements for distributing and monitoring grant funding distribution for qualified entities. Works with grantees and contractors to ensure applicable federal and state regulations and guidelines are followed. Assists Grant Manager with organizing and planning activities with the grant programs. (25%)

 

ESJ 2 Monitors and provides technical assistance to ensure a grantee’s compliance with conditions of grants by overseeing agreements, contracts, expenses, activities, and coordinating data collection and reporting. Monitors and/or reviews submitted grant applications and the applicant’s eligibility for award based on established criteria. Monitors the implementation, management, evaluation, and close-out of grants according to rules and regulations. Administers the fiscal, budgeting, and grant areas of the program and prepares grant revisions and reports for oversight entities. May assist in identifying and providing recommendations to the Grants Manager about measurement activities that demonstrate the effectiveness of grant program(s). (25%)

 

ESJ 3 Performs consultative and technical work in planning, developing, and implementing or administering projects to support grantees. Identifies and proposes training and technical assistance needs for staff and grantees to improve working relationship between HHSC and grantees. May periodically attend regional meetings with rural hospital officials to improve knowledge of rural hospital operations and stakeholder relationships. Assists Grants Manager with planning workgroups and meetings regarding rural hospital grant program(s) with internal and external stakeholders and monitoring project progress and completion in accordance with timelines and leadership direction. May speak to and liaises with community and professional groups to coordinate, improve, and stimulate interest in grant program(s). (25%)

 

ESJ 4 Assists Grants Manager with organizing and managing plans and activities for communication strategies and tools to inform stakeholders about the rural hospital grant program(s). Communicates and coordinates information with the Rural Hospital Finance Technical Assistance team, rural hospitals and stakeholders to improve working relationships between stakeholders and HHSC. May participate in virtual site visits, virtual/in-person meetings, and webinars geared towards increasing understanding of grant program(s) requirements and sharing best practices on with stakeholders. Communicates with agency staff, agency leadership, and internal and external stakeholders on the status of rural hospital grant programs’ progress and related-initiatives. Contributes and assists with developing presentations, briefing documents to provide data and obtain authorization and executes management's decisions. Prepares high quality written project reports, analysis, and evaluation of complex policy and operations issues, summaries, issue papers, correspondence, bill analyses, and memorandum for senior and executive management review and decision-making documents as assigned or as needed. (25%)

REGISTRATIONS, LICENSURE REQUIREMENTS, OR CERTIFICATIONS:

Within 6 months of employment, will need to obtain and then maintain certification as a Certified Texas Contract Manager (CTCM) issued by the Texas Comptroller's Office. 

 

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  • Knowledge of rural health care in Texas and the financing challenges unique to rural hospitals.
  • Knowledge of administration and monitoring of grants.
  • Knowledge of state and federal laws, rules, and regulations relating to the health and human services agencies.
  • Knowledge of laws and regulations pertaining to grants and contract administration; of research and budgeting processes; of business administration principles and practices, including financial management and accounting; and of program planning and development.
  • Skill in grant development, evaluation, and monitoring; in report writing, in budget monitoring; and in the use of a computer and applicable software.
  • Ability to manage multiple assignments and deadlines; perform under pressure; analyze and assess risk; and receive and respond positively to constructive feedback. Excellent communication skills required.
  • Ability to write clearly and concisely with proper grammar, spelling, and punctuation.
  • Ability to work independently and/or in a team environment with positive team interactions and to prioritize workload assignments to meet established deadlines.

 

INITIAL SCREENING CRITERIA:

  • Graduation from an accredited four-year college or university with a bachelor’s degree with major coursework in public administration, non-profit management, health care administration, business administration, public health, hospital finance, social work or a related field.
  • Two years full-time work experience in the administration of a state grant.

 

PREFERRED CRITERIA:

  • Graduation with a master’s degree from an accredited four-year college or university with major coursework in public administration, health care administration, business administration, social work or a related field.
  • Knowledge of state government procurement and accounting processes.
  • Experience with rural hospital administration or operations.
  • Direct work experience in state of Texas government grants for rural communities.
