GENERAL DESCRIPTION:
The Texas Health and Human Services Commission seeks highly qualified candidates to fill a Rural Hospital Finance Project Manager position within the Office of Rural Hospital Finance in the Provider Finance Department. This position will be part of an innovative state-funded grant program targeting rural hospitals. This position joins a team that makes a positive impact on the operations of rural hospitals and their ability to provide health care services to rural Texas communities. The Rural Hospital Project Manager will be responsible for performing advanced (senior-level) administrative program work related to rural hospital finance programs.
Work involves advanced (senior-level) project management responsibilities and interaction with stakeholders in the implementation of the Rural Hospital Officers Academy and its advisory committee. Work involves coordinating the planning and initiation of various projects related to launching and maintaining the Rural Hospital Officers Academy, providing technical assistance to rural hospital stakeholders; and communicating with project stakeholders, management, and other relevant parties. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Work involves establishing program goals and objectives; developing program guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving program goals; monitoring and evaluating program activities.
Work includes communicating complex information to internal and external stakeholders to provide, verify information, answer inquiries, address issues or resolve problems or concerns and provide consultation and technical assistance to rural hospital stakeholders.
Work includes organizing meetings and initiatives; performing cross-divisional coordination and project management; setting agendas and tracking milestones; communicating with various internal and external stakeholders to ensure continued coordination regarding HHSC-led initiatives and projects impacting rural Texas hospitals.
ESSENTIAL JOB FUNCTIONS (EJF):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
EJF 1 - The Rural Hospital Finance Project Manager will be instrumental in helping to launch the Rural Hospital Officers Academy and its advisory committee. This position will be the liaison between HHSC, stakeholders, and the Rural Hospital Officers Academy Advisory Committee. This position manages the administrative and logistical aspects of the advisory committee, ensuring smooth operation and effective communication. This role coordinates meetings, manages communications, onboards new members, and supports the committee's work to achieve its goals. Maintains accurate records of all committee activities and communication. Conducts research and analysis to support the committee's work. Positively represents department, agency, and State in conferences and meetings, including public presentation delivery. Participates and plans efficient and effective rural hospital finance meetings related to activities for the advisory committee and rural hospital finance project meetings, such as virtual site visits, virtual/in-person meetings, case studies, and webinars geared towards providing technical assistance and advancing rural hospital finance goals. (20%)
EJF 2 - This position assists with launching the Rural Hospital Officers Academy. The project manager performs project and contract management monitoring and related responsibilities for contracts with institutions of higher education to provide professional development and continuing education programs for executives of rural hospitals and other health care providers located in rural counties in Texas. Monitors and manages project quality and cost to ensure that project deliverables are acceptable, fulfill the terms of the project contract or specifications, and are completed within budget. Ensures deliverables and budget expenditures comply with contract requirements. Communicates with contractors to ensure milestones, deliverables, evaluations, and other progress/activities are met and documented. This position requires tracking multiple projects occurring simultaneously and that each project is organized and in compliance with timeline and deliverables requirements. Develops and maintain project performance database that tracks overall progress and achievement of milestones. Identifies, mitigates, and reports project risks and outcomes to appropriate staff and leadership, and escalate issues according as needed. Compiles and distributes project information, project status reports, and project budget expenditures. Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors, as needed. (30%)
EJF 3 - Designs and implements effective operational and communication workflows and processes to promote the Rural Hospital Officer Academy and to develop and maintain internal coordination between the Office of Rural Hospital Finance, other HHSC divisions whose programs or initiatives impact rural hospitals, and Texas institutions of higher education. This work requires close collaboration and coordination with contractors, rural hospital stakeholders and cross divisional coordination to support and facilitate the Rural Hospital Officer Academy and the overarching goal of providing high quality, accurate, and timely technical assistance to rural hospital stakeholders. This includes but is not limited to identifying/addressing training and technical assistance needs for HHSC staff/ rural hospital providers, improving communication between rural hospital stakeholders and HHSC, promoting the Office of Rural Hospital Finance as first point of contact for rural hospital stakeholders to contact HHSC. Serves as the point of contact for rural hospital stakeholders to find information about the Rural Hospital Office Academy. (20%)
EJF 4 - Work includes communicating complex information to internal and external stakeholders to provide and verify information, answer inquiries, address issues or resolve problems or concerns and provide consultation and technical assistance to rural hospital stakeholders. Creates documentation procedures to capture and manage changes in original project plans and timelines. Writes and submits progress reports and annual performance progress reports about the implementation the work conducted by the Office of Rural Hospital Finance. Drafts documents, reports and/or completes operational and/or financial analysis for both public and legislative inquires. Responsible for contributing content to the biennial Rural Hospital Services Strategic Plan and other legislative reports. Contributes to communication materials created for rural hospital stakeholders including web site information, subscription-based emails, fact sheets, and other reference materials. Prepares high quality written project reports, advanced policy research, analysis, and evaluation of complex policy and operations issues, summaries, briefing documents, issue papers, correspondence, bill analyses, and memorandum for senior and executive management review and decision-making documents as assigned or as needed. Responds to internal and external communications and requests for information in a timely manner. (20%)
EJF 5 - Performs related work as assigned. Leads or participates in special projects as requested by management. Acts as a liaison to internal and external stakeholders to ensure appropriate coordination and communication for HHSC-initiated projects that impact rural hospitals stakeholders participating in the Rural Hospital Officers Academy. Serves as a liaison to other departments for the planning, coordination, and quality control regarding policies, processes, and procedures affecting rural hospitals. (10%)

INITIAL SCREENING CRITERIA
Graduation from an accredited four-year college or university with major coursework in public administration, business administration, health administration, Communications or a related field.
Experience successfully managing multiple assignments with competing deadlines and meeting on-time completion goals.
PREFERRED CRITERIA
Experience working with rural stakeholder organizations or rural healthcare providers.
Experience coordinating and/or conducting public or board meetings.
