Brief Job Description:
Performs advanced (senior-level) coordination and rule development related to community behavioral health services. Work involves planning and coordinating active rule projects in concert with a broad range of internal partners and external stakeholders; conducting quality review of all written materials to ensure compliance with agency requirements and adherence to internal timelines; oversee and maintain Share Point with current resources and rule project deliverables; develop and provide internal training. This position provides subject matter expertise related to agency rule making and Texas Administrative Code for mental health and substance use. This position works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Essential Job Functions (EJFs):
- Plan and coordinate active rule projects by actively engaging, consulting, coordinating with program staff and leadership, assigned policy attorneys and senior executive policy advisors, HHSC budget staff, cohorts in other HHSC divisions, and external stakeholders (e.g., Behavioral Health Advisory Committee subcommittee on rules).-35%
- Conduct quality review of all rule documents to ensure accuracy and compliance with all agency requirements (e.g., Plain Language) and monitor projects to ensure adherence to internal timelines.-30%
- Oversee and update Share Point site with current informative resources, forms, rules definition database, and dedicated libraries for each active rule project where master files are retained.-15%
- Coordinate four-year reviews and administrative transfers with program staff to ensure completion of identified actions related to collateral content.-10%
- Develop routine and ad hoc general and technical training for BHS on rulemaking.-10%
Knowledge, Skills and Abilities (KSAs):
- Knowledge of HHS rulemaking
- Knowledge of HHS style and brand guides
- Strong oral and written communication skills with emphasis on Plain Language
- Skill in reviewing written information with high attention to detail

Bachelor’s degree in a human services profession, public health, or related field.
Minimum of two years' experience leading projects, preferably within a public services organization.
