Brief Job Description:

Health and Human Services Commission’s (HHSC) Office of Data, Analytics, and Performance (DAP) is hiring for a Research and Statistics Technician I (RSTI). Under the supervision of the Performance Monitoring and Analytics (PMA) Manager, the part-time Administrative Research and Statistics Technician I position performs moderately complex analysis and evaluation to assist in organizing documentation that focuses on monitoring, evaluating, and increasing the efficiencies for Foster Care Litigation (FCL) activities and initiatives for Child Care Regulation (CCR), within HHSC. The position works with the PMA Manager, team lead, and other data analysts and program area liaisons to explore different aspects of a system (people, policy, and processes) to determine flow of procedures and recommends opportunities for improvement and organization. This position will also work with the Regulatory & Specialty Data Analytics (RSDA) Induced Termination of Pregnancy (ITOP) team and perform related work as assigned and must be able to clear a background check.

This position works under general supervision and has moderate latitude for use of initiative and independent judgment. This position is a part-time position.     

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and

performs other duties as assigned.

  • Data and Report File Organization: Work involves conducting detailed organization of procedures for internal and external data sets, including monitoring and ensuring data quality, to be used as input for performance dashboards and reports. Works with our internal project tracking system (DRROC) and Microsoft Teams Planner to keep track of project due dates and deadlines. (85%)
  • Identifies and Implements Improvements: Provides suggestions to PMA and RSDA Managers regarding systematic changes that will improve the processes to align data infrastructure with business needs. Provides routine updates on the status of projects and initiatives. Assists in the development and implementation of effective analytic techniques and review methodologies for evaluating and monitoring activities and initiatives related to CCL Foster Care Litigation and ITOP. Ensures accuracy of data included in reports. (10%)
  • Infrastructure Support: Consults with PMA and RSDA analysts on the development and implementation of databases, data collection systems, data analytics and other strategies to optimize statistical efficiency and quality. Assists in the evaluation of analytic activities to ensure Program reporting requirements are met. (5%)

Knowledge, Skills and Abilities (KSAs):

  • Knowledge of record keeping, including security procedures for handling, protecting, and distributing confidential data.
  • Skill in complex analytic work, identifying trends, concerns, recommending opportunities for improvement as well as areas of excellence.
  • Skill in communicating to both technical and non-technical audiences.
  • Ability to work on a team, and to be flexible and creative with data demands.
  • Ability to plan, organize, conduct, as well as maintain detailed and organized documentation of data analytic projects.
  • Ability to interpret data charts, maps, and tables.
  • Ability to interpret and publish data analytic findings.
  • Ability to exercise independent judgment and show initiative.
  • Ability to prepare concise reports.

Skills that are preferred but not required include:
•    Microsoft Office (Word, Excel, Power Automate)
•    Knowledge of data analysis techniques and best practices is preferred but not required 
•    Knowledge of, or strong aptitude to learn, CCR and Foster Care Litigation data is preferred but not required.
•    Knowledge of data quality and integrity processes. 
•    Knowledge of the principles, practices and techniques of database and application design, development and structure. 
•    Knowledge of SQL and other query languages. 
•    Knowledge of and experience with reporting and visualization tools. 
•    Knowledge of Salesforce, CLASS, and IMPACT applications preferred but not required.
