The Health and Specialty Care System Regional Manager I is a key position for Supply Services with essential functions offering opportunities to gain experience related to using modern inventory/receiving software systems and serving as a first level manager for Supply Services. This position is located at any State Hospital or State Supported Living Center warehouse around the state, so there are opportunities for growth and movement to other parts of Texas if desired.

 

This position performs routine managerial work administering the daily operations and activities as the Regional Manager for the assigned Supply Services region of the state. This is a leadership position for Supply Services overseeing the daily warehouse operations, leading teams of regional employees, and the logistics to assure the patients/residents we serve are supplied their needed supplies for daily living. Work involves managing supervisors, monitoring supply operations for statutory and procedural compliance; reviewing warehouse activities for efficiency and effectiveness; Provides direction and identifies alternative workflow methods; adjusts workload activities among multiple locations in the region to ensure departmental goals are met; mentors warehouse supervisors and provides overall direction, guidance, support and any needed assistance; ensures supervisors carry out training in accordance with state requirements for their respective direct reports.

 

This position requires extensive out of town travel for site reviews, overseeing operations at assigned warehouse locations, and meeting with facility leadership. Reports to the Assistant Director of Supply Services requiring minimal supervision with considerable latitude for the use of initiative and independent judgment. This is a mentally and physically active position where creativity, strength and discipline are important factors to assist with the daily decisions and at times physical warehouse work. Essential Job Functions (EJFs):

EJF 1 Manages the activities, mentors, and provides direction to warehouse supervisors who supervise subordinates in the assigned region including oversight of (evaluations, hiring, and time/leave management) utilizing the CAPPS system. Performs CAPPS functions for direct reports and manages/approves as necessary those CAPPS actions/functions performed by CAPPS supervisors under their direction. Conducts site reviews to monitor warehouse supervisors to assure compliance with Supply Services Operating Instructions and System Receiving. (40%)

EJF 2 Manages and oversees Warehouse Supervisor(s) actions to ensure efficient, streamlined, and effective services to assigned warehouse locations serving state facilities. Duties include establishing goals, developing workflow techniques for Warehouse Supervisors and providing oversight of the preparation of warehouse production reports. Develops and approves staff schedules to assure needed services are delivered at each assigned location. Provides consultation and technical guidance in the area of Performance and Conduct Management, FMLA and Workers Compensation monitoring; to conduct effective, policy compliant and carry out recommendations for Performance and Conduct Management of Supply Staff; approve extensive travel process flow to assure all warehouses are staffed and partner locations cross trained to provide daily critical services to individuals served. Assistance in oversight of workers compensation and employee health work restrictions to assure BFOE (Bono Fide Offer of Employment) documents are accurate, carried out effectively and safely, policy timelines are adhered to for compliance and CAPPS time entry for FMLA is coded timely/accurately. Researches and conducts investigations of unusual incidents. (20%)

EJF 3 Provides technical assistance for the MIMS inventory control system to assure it is maintained and supported by Warehouse Supervisors under their direction. Duties include monitoring reports, reviewing transactions, investigating variances, and evaluating productivity of staff. (10%)

EJF 4 Develops, implements, and utilizes on-site monitoring audit tools to manage the overall duties and functions of supply warehouse activities. Prepares and submits reports to leadership on the designated region, offering a summary of warehouse activities. (15%)

EJF 5 Develops & updates guidelines, procedures, rules, and regulations and monitors staff's compliance with policies and procedures related to Supply Services. Assist with updating, implementation, monitoring, and evaluation of policies and procedures as found in the Supply Services SharePoint Procedures. Identifies areas and implements solutions to alleviate problems and improve operations. (5%)

EJF 6 Plans and coordinates special projects including assuring needed resources are available and removing barriers to assure the special project is completed successfully. (5%)

EJF 7 Manages and implements overall recruiting strategy, requisitions, screening applications, interviews, hiring and on-boarding. Prepares recruitment materials, ensures recruitment efforts are initiated, networks with facility and routinely attends job fairs to recruit applicants. Provide analytical and well documented recruiting reports to leadership. (5%)

EJF8 Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. (5%)

 

Knowledge, Skills and Abilities (KSAs):

Ability to manage supervisors and related business processes and functions to assure the work of subordinates in the warehouses is completed.

Skill in using logic and reasoning to identify strengths and weaknesses of employees and programs and identify needed solutions related to inventory control software programs.

Ability to establish goals and objectives; to develop and evaluate administrative policies and procedures related to daily warehouse operations to assure the successful delivery of services at state facilities.

Knowledge of local, state, and federal laws relating to state facilities warehouse operations.

Ability to gather, assemble, correlate, and analyze facts; to develop reports from the analysis related to warehousing.

Knowledge of relevant programs, policies, and procedures.

Knowledge of human resource management.

Skill to communicate effectively, both orally and in writing, with all levels of employees, consumers, vendors and facility leadership.

Ability to effectively analyze and solve work problems related to supervising staff in a warehouse setting and delivery of supplies at state facilities.

Ability to effectively mentor warehouse supervisors to ensure continuing growth in local warehouse programs and employees.

Ability to work hours other than 8-5, Monday - Friday.

 

Registrations, Licensure Requirements or Certifications:

Certified Texas Contract Manager (CTCM). Certification completion required between sixth (6th) and twelfth (12th) month of employment.

Valid Texas Class C Driver’s License to be checked yearly for any violations or suspensions.

Forklift Driver Training - SAF0100, completion required within six (6) months of employment.

 

Initial Screening Criteria:

  1. Three (3) years' work experience managing the activities, mentoring and providing oversight to multiple warehouse supervisors who supervise subordinates in a warehouse setting or something similar preferred.
  2. Two (2) years’ work experience in inventory control and material management including the use of a computerized inventory control system (MIMS) and an automated purchasing system (CAPPS FIN) or similar systems.
  3. One (1) year interacting and addressing issues with facility leaderships at a State Hospital or State Supported Living Center or something similar preferred.
  4. Three (3) years' work experience managing HR task including evaluations, hiring, terminations and time/leave entry/tracking. This includes the use of Performance & Conduct Management or other similar policies.
