Brief Job Description:

 

Performs complex administrative and supervisory program work for the Health and Human Services Commission (HHSC) Records Management Office (RMO) reporting to the Director of Records Management. Work involves coordinating and participating in the development of program goals and objectives; developing and implementing records management policies, procedures, schedules, priorities, and standards; monitoring compliance; evaluating program activities; and providing technical assistance and training to agency programs and Records Coordinators. The position supports records retention schedule administration, legal and destruction holds, records storage and disposition, electronic and physical records governance, and special projects. The position has no direct reports but may supervise, lead, assign, coordinate, and review the work of staff for designated programs, projects, or operational activities. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

 

Essential Job Functions (EJFs):

 

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs the following essential job functions:

 

Program Leadership and Operational Coordination

Provides day-to-day program leadership and operational coordination for assigned RMO activities. The position has no direct reports but may supervise, lead, assign, prioritize, coordinate, and review the work of staff supporting designated programs, projects, or operational activities. Establishes work plans, schedules, service standards, and expectations; provides coaching, training, technical assistance, and feedback; and supports cross-training and staff development. Monitors workloads, service requests, and deliverables; resolves complex operational issues; and implements solutions that improve consistency, customer service, accountability, and program effectiveness. (25%)

 

Records Management Policy, Guidance, and Compliance

Analyzes, reviews, develops, and updates RMO policies, procedures, manuals, guidance, job aids, and internal controls for physical and electronic records. Serves as a records management subject matter expert and point of contact for HHSC and Department of State Health Services programs, Records Coordinators, leadership, and stakeholders. Interprets and applies records management requirements; responds to complex inquiries; coordinates compliance monitoring and corrective actions; and provides guidance regarding records classification, retention, legal and administrative holds, storage, retrieval, imaging, and secure disposition. (25%)

 

Retention Schedule Administration and Disposition

Coordinates and reviews the HHSC and DSHS records retention schedules in response to statutory, regulatory, organizational, operational, and program changes. Works with program areas to develop and revise record series descriptions, retention requirements, and supporting documentation. Coordinates retention schedule amendments and recertification activities and consults with the Texas State Library and Archives Commission, Legal Services, and other stakeholders as appropriate. Reviews records disposition requests and ensures records subject to litigation, audit, investigation, public information, or other holds are excluded from destruction. (20%)

 

Training, Technical Assistance, and Stakeholder Coordination

Develops, coordinates, and delivers virtual and in-person records management training, presentations, and technical assistance for employees, Records Coordinators, managers, and other stakeholders. Oversees or supports Records Help Desk responses and escalations. Builds collaborative relationships across program areas and coordinates with Information Technology, Information Security, Legal Services, Procurement and Contracting Services, vendors, and contractors to address records management requirements and operational needs. (15%)

 

Program Evaluation, Reporting, and Special Projects

Coordinates and evaluates records management activities, special projects, and operational improvements involving records inventories, warehouse and off-site storage, digitization, disposition, electronic repositories, and continuity of operations. Develops reports, metrics, analyses, recommendations, and presentations for RMO leadership. Identifies risks, service gaps, trends, and opportunities for improvement; recommends corrective actions; and monitors implementation and results. Reviews proposed legislation, rules, or policy changes for potential records management impacts as assigned. (10%)

 

Other Duties and Emergency Support

Performs other duties as assigned. May participate in agency emergency management, continuity of operations (COOP), disaster response, recovery, and business continuity activities to help ensure continuation of critical and essential functions during emergencies or other operational disruptions. (5%)

 

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

  • Federal and state laws, rules, and policies governing records and information management, retention, disposition, public information, confidentiality, and information security.
  • Texas State Library and Archives Commission records management requirements and records retention schedule processes.
  • Records lifecycle management for physical and electronic records, including classification, storage, retrieval, imaging, legal holds, archival review, and secure disposition.
  • Program administration, supervision, performance management, training, compliance monitoring, internal controls, process improvement, and project management.
  • Electronic records repositories, records management systems, Microsoft 365 applications, and data reporting tools.

 

Skill in:

  • Leading, coordinating, coaching, training, and developing staff while establishing clear priorities and service standards.
  • Interpreting complex requirements and translating them into practical policies, procedures, guidance, and training.
  • Analyzing operational and compliance information, identifying risks, and developing defensible recommendations and corrective actions.
  • Planning and coordinating multiple projects, deadlines, stakeholders, and competing priorities.
  • Preparing clear, concise reports, correspondence, presentations, procedures, and training materials.
  • Using Microsoft Office, Teams, SharePoint, and related records management or workflow applications.

Registrations, Licensure Requirements or Certifications:

 

Relevant records or information management certification, preferred.

 

Initial Screening Criteria:

 

Three years of experience in records management, information governance, program administration, compliance, policy development, or a related operational field.

 

One year of experience leading or coordinating staff, assigning and reviewing work, serving as a team lead, or supervising employees.

 

Experience interpreting policies, rules, statutes, standards, or retention requirements and providing technical guidance to stakeholders.

 

Preferred:

Graduation from an accredited four-year college or university with major coursework in records management, information science, public administration, business administration, management, or a related field.

 

Experience with governmental records management, records retention schedules, disposition approvals, legal holds, or compliance monitoring.

 

Experience leading, coordinating, or supervising a records management, information governance, compliance, customer service, or administrative operations team.

 

Experience supporting a large, complex, or geographically distributed public-sector organization.

 

Experience developing and delivering training and providing consultative or help desk support.

 

Experience with SOAR, SharePoint, Microsoft 365, electronic records management systems, off-site records storage, or digitization projects.

 

Certified Records Manager, Certified Records Analyst, Information Governance Professional, Certified Information Professional, or related certification.
