Brief Job Description:
The Financial Examiner III reports to the Quality Review Manager in the Provider Finance Department (PFD). Performs moderately complex (journey-level) financial examination work for PFD. Work involves reviewing, testing, and evaluating fiscal and operational records, as well as conducting examinations to determine and report on financial conditions and compliance with statutory requirements, bylaws, and regulations. The role works under general supervision, with limited latitude for the use of initiative and independent judgment.
Essential Job Functions:
Conducts independent financial review and evaluation of fiscal impact documentation, supplemental payment estimates, cost report calculations, Texas Administrative Code Rules, State Plan Amendments, legislative requests, industry requests, external or internal audit requests, and other financial files produced by PFD staff. Analyzes issues and develops action plans to complete financial examinations or investigations. Communicates with internal employees regarding requirements and results of examinations. (40%)
Examines records to verify trends, and estimates fiscal impacts or calculations to determine accuracy and regulatory compliance. Identifies areas of progress, improvement, or concern; makes recommendations; and assists in resolving problems. (20%)
Prepares and submits documentation and work papers to support findings and maintains files and databases for reports. Prepares correspondence and examination reports. Tests calculations against standard references, policies, and procedures, and calculates results. (20%)
Verifies the accuracy of financial estimates; determines proper documentation and adequate procedures; and detects and records variances. (15%)
Knowledge, Skills, Abilities:
Knowledge of auditing and accounting standards and techniques; of both statutory accounting principles (SAP) and generally accepted accounting principles (GAAP);
Knowledge of financial and industry terminology and practices; and
Knowledge of corporate structures, business operating procedures, management control, and internal reporting techniques.
Skill in the use of computer systems and associated applications.
Skill in the analysis of estimated fiscal impacts related to Medicaid or other health-related changes.
Ability to audit financial statements, reports, records, budgets, operational procedures, and forms;
Ability to coordinate projects for timely completion;
Ability to conduct investigations;
Ability to prepare concise reports and correspondence;
Ability to apply relevant rules, regulations, and statutes for compliance purposes; and to communicate effectively.

Initial screening criteria:
Experience in financial examination work. Graduation from an accredited four-year college or university with major coursework in business administration, finance, accounting, economics, insurance, or a related field is generally preferred. Experience and education may be substituted for one another.
Additional information:
Position is currently eligible for telework 3 days per week, but may be required to be in office additional days due to business need or HHSC policy.
