The state supported living centers serve people with intellectual and developmental disabilities who are medically fragile or who have behavioral problems. The State Supported Living Center (SSLC) Statewide Quality Assurance Manager (QAM), under the direction of the Director of Quality Improvement for State Supported Living Centers (SSLCs), is responsible for statewide quality assurance operations and planning, with extensive latitude for independent judgment relating to complex issues. Performs complex managerial work leading the daily operations of the statewide quality assurance program to include planning and establishing a quality assurance/quality improvement plan statewide. Oversees activities to ensure compliance with state and federal regulations and identifies the potential impact of program changes on the quality control system. Oversees the development, implementation and monitoring of statewide policies, guidelines, procedures, rules and regulations; establishes priorities, standards and measurement tools for determining progress in meeting Intermediate Care Facilities for Individuals with an Intellectual Disability or Related Conditions (ICF/IID) requirements and other rules and standards; and serves as a State Reviewer to assess the performance of SSLCs in quality assurance. Analyzes and evaluates program operations and procedures and presents recommendations for quality assurance revisions and improvements to the Director of Operations and Associate Commissioner for the State Supported Living Centers. Supervises the work of designated state office employees. Travels to SSLCs to conduct routine and ad hoc visits, about 20% of work time.

 

Essential Job Functions (EJFs):

 

Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.    

 

Performs complex managerial work leading the daily operations of the statewide quality assurance program, to include the oversight of quality assurance programs and operations at the State Supported Living Centers, to ensure agency vision related to quality assurance requirements is developed and implemented in an effective and efficient manner; this includes highly responsible and complex quality assurance monitoring, compliance functions related to ICF/IID standards and other external requirements.

 

Oversees, coordinates, and implements programs to meet statewide quality assurance department goals and objectives; monitors and evaluates SSLC programs and policies to ensure effective program implementation and service delivery; coordinates to ensure the SSLCs' compliance with applicable state and federal laws, regulations, and standards; and ensures that care and treatment is of high quality and protective of health and safety.

 

Serves as a member of the SSLC management team assisting the Director of Quality Improvement, Director of Operations, Associate Commissioner and agency executives in developing plans and activities. Supervises the work of designated state office employees including data analysts and program specialists. Hires, trains, and promotes personal and professional growth of the employees within the department so that a competent workforce is maintained. Ensures that all departmental staff are compliant in training per agency and facility standards. Conducts performance evaluations of assigned staff to give employees timely feedback on their performance and oversees staff development plans and activities. 

 

Oversees the development and implementation of a performance improvement system that responds to operational deficiencies and service concerns, manages and provides oversight for data analysis, policy/rules, ICF/IID requirements and records coordination. Ensures statewide data is collected and validated, and systems for data collection/database design are improved. Collaborates with, and oversees data analyst collaboration with, the SSLC data analysts to validate and correct datasets in the electronic records system and improve data integrity.

 

Serves as a State Reviewer, including review of documents, conducting on-site observations and interviews with SSLC staff and residents, use of designated monitoring tools, and preparing monitoring reports. Travel is required, approximately 20% of the time to conduct on-site reviews.

 

Participates on committees/workgroups designed to address issues related to quality assurance and enhancement of the SSLCs, and to ensure representation of the SSLC program. These include the statewide QAQI council and the mortality review committee.  Represents the department by making presentations, providing information, and responding to requests by legislators and other public officials as assigned.

 

Performs related work duties as assigned including but not limited to actively participating and/or serving in a supporting role to maintain the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.  

 

Knowledge, Skills and Abilities (KSAs):

 

Knowledge of agency policy/procedure and ICF/IID regulations and requirements.

Knowledge of quality assurance techniques and processes.

Knowledge of policy and rule development.

Knowledge of management tools, techniques, and processes.

Knowledge of the principles and practices of management of local, state, and federal laws and regulations relevant to ensuring quality services for people with intellectual and developmental disabilities.

Skill in planning, prioritizing, implementing, supervising, and evaluating the work of program and management support staff.

Skill in operating computers and applicable computer software.

Ability to analyze facts and ability to devise solutions to administrative problems, including budget administration.

Ability to understand data tracking systems and identify trends.

Ability to exercise independent judgment in assessing the urgency of situations and identifying actions needed for resolution.

Ability to exercise judgment and discretion in applying and interpreting policies and procedures.

 

Registrations, Licensure Requirements or Certifications:

 

N/A

 

Initial Screening Criteria:

Bachelor’s degree from an accredited college or university; and four (4) years of work experience in service delivery systems for persons with intellectual disabilities, quality assurance, or a combination of the two.

 

AND

 

Experience with the standards, applicable rules, and laws related to ICF/IIDs or other acute or long-term care settings.

 

Experience with ensuring quality services for persons with intellectual and developmental disabilities is preferred.

 

Experience leading and/or supervising employees is preferred.
