Brief Job Description

 

The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services (MCS) division seeks a highly qualified candidate to fill the position of Quality Assurance Health Informatics Specialist (Health Informatics Specialist IV). This position reports to the Director of Quality Assurance and works as part of the Quality Assurance team within Quality and Program Improvement to improve health outcomes for Texas Medicaid and CHIP members. This position manages staff and manages complex projects with extensive latitude for the use of initiative and independent judgment. The Health Informatics Specialist IV performs advanced consultative and technical work, including serving as a liaison between program areas, clinical staff, IT staff, and contractors to ensure the availability of multiple data sources and types needed for evaluating and reporting on the quality of care provided by contracted managed care organizations (MCOs) and Dental Maintenance Organizations (DMOs).

Essential Job Functions:

 

(30%) Supports Quality Assurance initiatives by collaborating with staff and contractors from multiple areas of HHS to facilitate data exchanges needed to calculate quality measures to meet state and federal requirements. Resolve technical issues and challenges in data collection, exchange, accuracy and completeness. Provide consultative services and technical recommendations to MCOs on applicable topics and work with MCO staff to resolve technical and operational issues.

 

(30%) Identify and implement goals and strategies to obtain and integrate new data sources into existing systems and to improve the quality and completeness of data. Identify and coordinate with subject matter experts, researching data availability and quality, developing and testing measurement and analytics proofs of concept, and serving as a lead for special projects. Prepare reports, memos, presentations and other communications on quality measures and project statuses for a variety of stakeholders and leadership. Engage stakeholders to support goals and strategies. Work closely with other program areas within HHS, and associated vendors, to ensure operational processes and systems are coordinated.

 

(20%) Review and analyze quality performance information including technical reports, datasets, and analyses completed by Texas’s external quality review organization. Work with other areas of MCS and HHS to review and improve understanding of quality metrics and reports.

 

(10%) Plans, assigns, and supervises staff. Ensures that staff perform assigned tasks and meet deadlines. Conducts hiring and performance management and approves time and leave. Ensures that staff roles and responsibilities are clear to individual staff members and to other agency staff who interact with the team. Monitors performance issues and establishes corrective action and plans for improvement if needed.  

 

(10%) Work with other members of the Quality Assurance team to understand data needs for their projects and ensure those needs are met. Maintain Memorandums of Understanding, Data Use Agreements, Institutional Review Board approvals, and any other documents required to facilitate data use for quality improvement. Ensure confidentiality, security, and integrity of data.

Initial Screening Criteria:

 

Graduation from an accredited four-year college or university with major coursework in health informatics, public health, epidemiology, health policy, health information sciences, or related field (related work experience may be substituted for educational requirement on a year-for-year basis). Masters degree preferred. Experience working with health data or systems, which may include (but is not limited to) data collection, data analysis, or interpretation of large and complex datasets.
