Brief Job Description:
Under the general supervision of the QA Branch Manager in the Public Health (DSHS) Applications Division of HHS IT, System Analyst V will be responsible for the development and implementation of Software Quality Assurance best practices and methodologies, the definition and maintenance of Test Strategy, and Test Plans, development, and maintenance of Automated Test scripts, tracking, reporting Test metrics, coordinating with the program, development team and PM to facilitate UAT. This individual may also plan, assign, and review the work of others, and work under minimal direction with considerable latitude for the use of initiative and independent judgment. This position is responsible for providing daily coordination of Quality Assurance tasks, back-end, and front-end testing of standard and rich-media banners, websites, and other functions as required. Successful Candidate provides guidance to project team members to maintain the highest level of quality in our deliverables, and trains and mentors others as needed. This position shares responsibility for building and maintaining internal lines of communication with vendors and customers.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
1: Takes ownership of Quality in deliverables considering customer requirements, actively participates, and leads the QA team in the development of Test Plans, Test Approaches, Test Schedules, and Test cases to accomplish application testing, systems testing, and functional testing, Work with stakeholders to coordinate any User Acceptance Testing. Clearly communicates quality risks and suggests risk mitigation strategies. Attends test walk-through meetings to provide input regarding adherence to technical standards and customer requirements. Develops processes to ensure the highest level of quality assurance possible (45%)
2: Responsible for Developing Test Automation scripts following industry coding standards. Maintain existing Test Automation scripts to work with changing product functionality and provide automation code reviews (20%).
3: Communicates effectively with agency subject matter experts and support staff to support their testing requirements for cross-agency business systems, Coordinates Test Execution Cycles, daily stand-ups, and defect triages to prioritize and meet Project schedules, designs, and verifies test data. Proactively documents and facilitates communication and troubleshooting of issues, defects, and changes while promoting adherence to sound development standards and solutions with minimal supervisor assistance (15%).
4: Serves as one of the subject matter experts for HHSC IT organization and its applications. Meets with the development and business teams to ensure proper test coverage of the application under test. Stays up to date with relevant QA and automation-related training. (10%).
5: Other duties as assigned include but are not limited to Accessibility Testing, Performance Testing, Administration of Tools, Requirements Review, and Reporting (5%).
6: Other duties as assigned. (Note: this includes but is not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.) (5%)
Knowledge, Skills and Abilities (KSAs):
- In-depth Knowledge of project development methodologies, principles, and practices.
- Knowledge of code coverage tools, process or systems analysis, and design work.
- Knowledge of software usability concepts and requirements traceability, project management life cycle, and Software Development Lifecycle (SDLC) process.
- Knowledge of Java scripting for automation
- Knowledge of TDD, and BDD using Cucumber, Gherkins
- Knowledge of SQL query writing
- Skilled in developing, maintaining, and optimizing automation test scripts using WebDriver IO and UFT for UI, Api, and end-to-end testing.
- Skilled in developing and maintaining a framework to enable a fully automated CI/CD deployment pipeline (e.g., Jenkins, GitHub Actions, or similar).
- Skilled in working on Xray and ALM for Test Case management.
- Skilled in defining and maintaining QA documentation, including test plans, test cases, and bug reports.
- Skilled in Agile Software Development (typically Scrum) and tools (JIRA, SharePoint)
- Skilled in communicating with varied levels of staff and end users to develop positive and effective working relationships.
- Ability to write Performance Test plans and execute Performance testing using Load Runner
- Ability to effectively organize and present complex technical information, both orally and in writing.
- Ability to effectively work both independently and with others.
- Ability to work under pressure under tight time constraints.
- Ability to be self-driven, helping the team achieve goals and overall project delivery milestones
- Ability to assist by responding to inquiries from others regarding errors, problems, or questions about programs and handling multiple projects.
- Ability to accurately track time spent working on projects, as well as the ability to estimate changes or enhancements accurately.
- Able to provide guidance and support to the program in the UAT testing process

Initial Screening Criteria:
• Graduation from an accredited four-year college or university with major coursework in computer science or a related field is generally preferred. Appropriate experience may be substituted for the required education on a year-for-year basis up to 4 (four) years.
• Minimum of 6 (six) years of experience in software testing and/or quality assurance.
Preferred Criteria:
• Minimum of 4 (four) years of experience with JavaScript for automation scripting.
• Minimum of 4 (four) years of experience with WDIO
• Experience in writing test plans and test cases.
• Experience with API testing and automation
• Experience with object-oriented programming
• Experience with performing load/performance testing using LoadRunner
Additional Information:
- Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.

- This is a hybrid position with at least 2-3 days in the office. Candidate must be willing to commute to the office in Austin on the required days.
