Under the general supervision of the Public Health Applications Director, The Public Health Applications Manager (Manager VI) provides leadership and supervision essential for ensuring efficient and effective application development, delivery maintenance and support services for the Portfolio. Supervises the staff within this group to ensure effective delivery and ongoing support of Information Technology (IT) services to customers. Oversees, and/or manages, projects that implement solutions for customers in this area. Works closely with customers to help determine customer needs and priorities. Plans projects and individual work assignments to implement solutions to those needs and to ensure that priorities are met. Responsible for ensuring projects deliver automation products that correctly satisfy customer needs. Responsible for ensuring correct operation of application software within this area. Works with other members of the IT Section to develop, deploy, and continuously improve common software development and maintenance practices and procedures. Maintains quarterly work plans, including scheduling, resources allocation, and estimates. Ensures compliance with policy and work rules. This position is classified as a full-time position (40 hours a week). Work outside of regular hours is required. Travel to other work locations may be required. Performs other duties as assigned

Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
(40%) Provides leadership and supervision essential to ensuring efficient and effective applications development services for customers. Supervises the overall planning, implementation, coordination, and evaluation of services in the assigned IT Public Health portfolio. Responsibilities include meeting established goals, ensuring work plans and schedules are in place and properly executed, organizing the work based upon best practices, so that activities are completed on time, within budget, and within scope and quality requirements. Supervises project managers/team leaders or highly complex projects that require coordinating, planning, and scheduling during project development and implementation stages. Supervises and oversees day-to-day operations so that projects are completed on time, within budget, and within scope and quality requirements.
(20%) Performs environment expansion, migrations, modernizations for Storage/Compute/Network/Application systems. Responsible for maintaining detailed industry knowledge, especially around Cloud, and integrate those to internal technical domain knowledge of the assigned portfolio. Liaise with Managed Service Providers. Security & Governance: Maintain vendor and app management, and security requirements. Enforce security policies and contribute to cross-functional security related strategy and execution
(15%) Oversees multiple audits annually. Review legislative and business requirements for impact to assigned applications. As member of the Change Control Board reviews and approves all Production changes to determine impact and maintain compliance with policy and procedures.
(15%) Advises, consults and negotiates with customers in providing software development services for and evaluating service level performance consistent with DSHS, HHSC and DIR plans, standards and guidelines. Provides leadership to assigned managers and staff to ensure services are coordinated, efficient, follow best practices and policies, and meet service level objectives. Working with financial analyst oversees and approves budget expenditures and implements budgetary adjustments regarding assigned portfolio and projects
(5%) Manages and develops staff through review of performance data, consultation, training and performance appraisal. Responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions, and scheduling and approving leave. Provides input to Director on budget development, staff allocations, and recommendations for effective and efficient use of resources. (5%)
(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (5%)

Initial Screening Criteria:
- Graduation from an accredited four-year college or university with major coursework in Information Technology, Computer Science, business administration, management information systems, or a related field is generally preferred. Work experience in the listed aeras can be substituted for education on a year-for-year basis
- At least 5 years of progressively responsible professional experience in IT is required.
- At least 2 years of experience in managing software development and/or software quality assurance teams is required.
- Experience in project delivery is preferred. Experience and education may be substituted for one another.
Additional Information:
Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
