Brief Job Description:
The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services Division (MCS) seeks a highly qualified candidate to fill the position of Contract Specialist V in the Provider Enrollment (PE) program.
Under the supervision of the Provider Enrollment Manager, the Contract Specialist V will perform highly advanced consultative and technical work related to PE program policies and processes in a dynamic and fast-paced environment. The individual selected for this position will be a self-starter who can complete their assignments with minimal direction.

Work includes researching and interpreting program policies, procedures, rules, regulations, and guidance. The specialist will analyze and review contracts related to the Texas Medicaid and Healthcare Partnership (TMHP), PE, and Managed Care Organizations (MCOs). The specialist will be responsible for recommending and participating in enforcement actions against PE related contracts. This position may respond to legislative and external inquiries and requests. Additional job responsibilities may include:
- Researching and resolving PE provider complaints;
- Leading oversight of TMHP contracts for PE related requirements; and
- Working with assigned HHSC program areas (i.e. Office of Inspector General, Managed Care Contracts Oversight, etc.) to solicit program rules/requirements that may impact or drive changes within the PE program.
Essential Job Functions:
Contract Oversight and Compliance – Develops contract processes and monitoring tools. Evaluates the performance of the contract(s) by reviewing contract requirements and their related deliverables. Validates deliverables to ensure they follow the requirements and standards outlined in the agreed upon contract. (35%)
Research and Analysis – Performs research and analysis on projects, contract oversight, state and federal rules, and monitoring assignments. Creates improved operating methods or procedures in response to agency needs. Identifies areas for process improvement and efficiencies. (30%)
Communications Liaison – Works with HHSC contract areas to develop functional design and business requirements for PE reporting and monitoring. Performs written and oral communication between the State, providers, managed care organizations, and vendors. (15%)
Technical Support – Provides consultation, technical assistance and guidance to staff on agency PE policies and procedures. (10%)
Special Projects – Thoroughly and accurately carries out special projects in a timely manner as assigned. Monitors project progress and communicates findings to executive leadership. (10%)
Knowledge Skills Abilities:
Knowledge of:
- Medicaid is preferred;
- Contracting standards, practices and principles;
- Key Performance Indicators (KPI) and Service Level Agreement (SLA) computation and tracking.
Skill in:
- Developing accurate, clear, and succinct program policies;
- Analyzing, interpreting and evaluating laws, policies and procedures;
- Presenting to large workgroups;
- using Outlook, Word, and Excel;
- Verbal and written communication; and
- Using web conferencing tools.
Ability to:
- Establish and maintain strong working relationships with stakeholders;
- Work in a dynamic and fast-paced environment;
- Interpret statutes, state, and federal rules and regulations;
- Prepare complex written reports; and
- Review and analyze contract documents and complex data sets.
Registration or Licensure Requirements:
Certified Texas Contract Manager (CTCM) preferred. For individuals who do not have a CTCM, this certification is required within 12 months of employment.
Initial Selection Criteria:
Required:
- Graduation from an accredited four-year college or university. Education and experience relevant to this position may be substituted on a year-for-year basis; and
- Three years of experience reviewing and interpreting contract terms and conditions.
Preferred:
- Two years of experience monitoring vendor SLAs or KPIs preferred; and
- Experience in drafting and editing forms, memos, correspondence, and other documents.
