Brief Job Description:

The HHSC Medicaid and CHIP Services (MCS) division seeks a highly qualified candidate to fill the position of Project Manager II in the Centralized Support unit within Operations Management. The Operations Management division is responsible for technology systems and operational processes that support the operation of the Medicaid program such as provider enrollment, claims processing, service authorization support, contract oversight, and electronic visit verification.

 

The Project Manager II will act as a generalist supporting the Operations Management division’s mission and vision. The project manager reports to the Centralized Support manager and performs moderately complex (journey-level) project management work. The position will support various activities, projects and initiatives including project planning, audit coordination, system information ownership, vendor oversight, and legislative analysis.

 

This position has moderate latitude for the use of initiative and independent judgement to effectively lead others and utilizes project management experience, knowledge, skills, and abilities to influence the delivery of expected project outcomes.

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 

  1. (30%) Operations Management Project Management. Provides project management services to support the initiatives and projects across the Operations Management division. Conducts functional operational analyses used to assess and mitigate risks, makes recommendations to develop policies, procedures, standards, and manuals. Plans program activities in accordance with Operations Management objectives and goals. Reviews and edits MCS analysis, research, and legislatively mandated reports as needed.
  2. (20%) Audit coordination. Acts as back up for and assists the audit coordination lead project manager. Performs project management for Operations Management teams pertaining to audits issues. Includes coordination of research, analysis, planning, development, and implementation activities for audit findings. Coordinates the planning and initiation of audit finding related projects/assignments.
  3. (20%) Information Owner. Acts as back up and assistance to the lead information owners in the division. responsible to classify information, assess risk, specify controls, and ensure agreed upon security strategies are implemented and continued in operation over time. The information owner is responsible for classifying data under the owner’s scope of authority. Assists in approving access to information; reviewing access lists; assigning custody of information to IT information custodians; specifies data controls; approves and documents exceptions to security controls; confirms with IT information custodians that security controls are in place; performs information security risk assessments in coordination with IT information custodian.
  4. (15%) Vendor Oversight. Provides project management oversight and assistance for vendor contract key performance measures owned by the Operations Management business areas to ensure the vendor is meeting the functional requirements as part of their contract.
  5. (15%) MCS Operations Management Legislative Liaison. Acts as the central point of contact for MCS Operations Management during the Texas Legislative Session. Receives legislative assignments through the legislative tracking system and compiles division subject matter expert input into comprehensive bill analyses and cost estimates on behalf of the division. Tracks the status of legislation that impacts the division business areas and vendor operations. Acts as a liaison to other MCS areas to answer questions on division impact analyses and vendor impacts including high-level estimates.

Registrations, Licensure Requirements or Certifications:

Preferred certification:

  • Certified Associate in Project Management (CAPM) or
  • Project Management Professional (PMP).

Initial Screening Criteria:

Candidate must meet one of the following:

  • High school diploma and at least five years of full-time work experience in a health and human services field or information technology field.
  • Associate degree from an accredited institution and at least three years of work experience in a health and human services field or information technology field.
  • Bachelor’s degree from an accredited four-year college or university and at least one year experience in a health and human services field or information technology field; or

Required experience in:

  • developing reports;
  • analyzing complex information;
  • managing projects;
  • managing change or process improvement.

 

Preferred experience in:

  • HHS policy development;
  • evaluating business processes;
  • legislative analysis;
  • and developing policies and processes to promote efficiency and accountability.
