Brief Job Description:

 

This Project Manager IV position is a senior-level role within the Division Coordination Office under the general direction of the Deputy Executive Commissioner (DEC) for System Support Services (SSS). The SSS division oversees a variety of administrative support functions for the Health and Human Services (HHS) system. The operationally diverse division is comprised of the Civil Rights Office, Facilities Operations and Support Services, Human Resources, and Strategic Operations.

 

The position will establish and lead a hybrid Project Management Office (PMO) in a division without an existing project management infrastructure. This role requires a dynamic leader who can independently build, mentor, and coordinate with project managers across various teams within SSS, driving collaboration and ensuring successful project delivery in a complex, multi-team environment with project types ranging from construction projects to process improvement projects.

 

The position performs advanced project management duties. This position works under minimal supervision with considerable latitude for the use of initiative and independent judgment.

 

Essential Job Functions (EJFs):

 

Initiates, develops, and leads division projects using accepted project management methodologies to include waterfall, agile, and Lean methodologies. Develops and monitors project budgets, schedules, work plans, resources requirements, and cost estimates and projections.

 

Provides direct leadership, training, and supervision to the PMO team. Provides leadership in a matrix organization by leading and providing technical oversight over department project management teams.

 

Prepares and distributes project information, project status reports, and project budget expenditures to stakeholders. Manages project documentation and project change requests.

 

Communicates and engages with division and department leadership and internal and external stakeholders. Fosters collaboration with stakeholders.

 

Develops, reviews, and updates the division's project management procedures, documentation templates, and implementation tools.

 

Provides technical oversight and guidance to department project managers. Monitors the status of department projects. Develops and coordinates project related technical training for division and department project managers.

 

Supervises the division project management specialist. Coordinates the work of department project representatives on project teams.

Registrations, Licensure Requirements or Certifications:

 

Project Management Professional or Lean certification preferred.

 

Initial Screening Criteria:

 

  • Graduation from an accredited four-year college or university with a degree in business, project management, or related degree.
  • Experience leading and managing projects may be substituted for education on a year-for-year basis up to four years.
  • Three years of experience leading and managing projects.
  • Experience leading teams focused on business services or operations.
  • Experience managing projects in state government is preferred.

 

Additional Information:

 

This position is currently working a hybrid telework schedule that reports on-site in Austin. Telework schedules are subject to change based on agency policy or operational needs.
