Brief Job Description:

IDD Services & PASRR is looking for a highly motivated individual to be an integral part of transforming the IDD & PASRR programs towards new technology and systems. This position performs complex project management work and reports directly to the Director of Fiscal & Systems Support. The work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May assign duties and responsibilities and coordinate the work of project staff. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. 

Essential Job Functions (EJFs):

Initiates projects. (20%)  Coordinates, for Business/Program, the initiation of moderately sized/scoped IT projects to improve existing systems and to add new capabilities. This involves (in collaboration with Program and IT) discovery, visioning, and preliminary planning for the IT portion of Program’s projects to meet Program needs, using agile or waterfall or other acceptable project methodologies. Project initiation includes documenting the above, maintaining these documents, and assuring the quality of such documents. Person needs to be a natural leader. Monitors/manages projects. Utilizes Program and IT project management experience and expertise to monitor projects, ensuring quality outcomes for Program. Outcomes include desired scope, cost, schedule, and quality of solution as well as project delivery. Customer satisfaction is a key outcome. Compiles and evaluates the project budgets, schedules, work plans, and resource requirements developed by others. Ensures appropriate project artifacts through developing these and coordinating others. Coordination includes agile or waterfall or other acceptable project methodologies.

Directly coordinates projects. (20%) Utilizes Business/Program and IT project management experience and expertise to directly coordinate project teams, ensuring quality outcomes for Program. Directly creates project scope statements, estimates project costs, determines quality measures and plans to ensure quality outcomes for project deliverables. Conducts projects collaboratively with Program and IT. Accountable for project outcomes and customer satisfaction. Coordinating projects includes agile or waterfall or other acceptable project methodologies. Manages issues and risks. For assignments, creates or oversees the creation of issue and risk registers, regularly evaluates the content of risk registers. Directly documents issues and risks or ensures appropriate documentation. Directly devises mitigation action items and correction actions suitable for the project and agency. Assesses for ancillary risks. Creates and follows escalation procedures timely to avoid adverse impacts to the agency, project, or project outcomes. The format for managing issues and risks includes agile or waterfall or other acceptable project methodologies.

Coordinates with outside parties. (20%) Coordinates with parties outside of the agency to successfully complete projects. Outside parties include other Texas state agencies, agencies in other states, private contractors, and vendors. Effectively communicates and coordinates project visions, goals, schedules, and deliverables across parties. Performs quality assurance and quality control of non-HHSC parties engaged in projects.

Coordinates stakeholders. (20%) Ensures stakeholder engagement through conducting stakeholder analysis and creating stakeholder registers. Evaluates potential impacts to projects based on stakeholder positioning. Determines, through analysis, needed organizational change management, including additional assessments, ongoing assessments, communications, surveys, and trainings. Directly completes or oversees the same. Accountable for delivering high levels of customer service and customer satisfaction. Exceptional meeting facilitation, presentation, interpersonal communication delivery, verbal and written. 

Project status. (20%) Develops the status for projects directly leading and assures the quality and accuracy of projects being overseen. Participates in project and portfolio reporting cycles and supports portfolio and other team processes through creating and delivering status reports, overseeing and assuring the quality of others’ status reports, active participation, and process improvement. Project status reporting includes agile or waterfall or other acceptable project methodologies.

Knowledge, Skills and Abilities (KSAs):

  • Knowledge of project management theories and practices applicable to projects that are complex in scope; systems and procedures used to evaluate a third-party vendor’s performance; and local, state, and federal laws and regulations relevant to the administration of the project undertaken.
  • Knowledge of software development life cycle and systems development life cycle concepts; business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources; and project management principles and practices.
  • Skill in project management monitoring, in addressing changes in scope or timing, and in the use of a computer and applicable software.
  • Skill in business analysis methodologies; in analyzing and evaluating complex information technology applications, policies, and issues; in using data analysis tools such as Excel, SQL, SAP, and in developing creative and workable solutions to complex problems and issues.
  • Ability to manage project activities, to establish project goals and objectives, to exercise sound judgment in making critical decisions, to analyze complex information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills, to identify project risks and gaps, to prepare reports, to communicate effectively, and to assign duties and responsibilities and coordinate the work of project staff.
  • Ability to analyze and interpret technical information, including regulations, policies, and automation system documentation/specifications; to communicate in writing; to translate user/business needs into a technical style; to communicate technical instructions to system users; to analyze, evaluate, and integrate business rules into system requirements; to exercise sound judgment in making critical decisions; to communicate effectively; and to oversee and/or supervise the work of others.

Registrations, Licensure Requirements or Certifications:

Project Management Professional (PMP) is preferred. Working knowledge of Agile principles and practices, specifically aspects of Agile Scrum Methodology preferred.

Initial Screening Criteria:

Graduation from an accredited four-year college or university with major coursework in business, communications, computer information systems or a related field is generally preferred. Experience may be substituted for education on a year-for-year basis.  5 or more years of work experience delivering governmental IT projects as a project manager functional role or in similar capacity is preferred. Experience with Long-Term Care systems is preferred.
