Job Description:
The Project Manager III position is part of the Project Management Office (PMO) within the Procurement and Contracting Services (PCS) department, reporting directly to the PMO Director. This role involves performing intermediate project management work, which includes coordinating the planning and initiation of projects at various stages of the project lifecycle, monitoring project progress and schedules, and maintaining communication with project stakeholders, management, and other relevant entities. While some projects follow traditional project management methodologies, others may require a more flexible and adaptive approach. The Project Manager III must be agile in their ability to support varying project types while ensuring alignment with organizational objectives. The position operates under moderate supervision and is expected to exercise initiative and some independent judgment, with more frequent oversight provided by senior management to guide decision-making and project direction.
This position is required to come into the office at least three days per work week. Telework availability is subject to agency policy and procedure.
Essential Job Functions:
- Supports project management initiatives by applying industry-recognized project management principles, such as initiating, planning, executing, controlling, and closing assigned projects and their components. Responsibilities include defining project scope and managing customer expectations, developing work breakdown structures and project schedules, creating resource and project plans, and overseeing communications plans, metrics reporting, risk and issue management, quality control, and change management processes. The role requires collaboration with senior project managers for guidance and approval in critical project decisions. (20%)
- Monitors project progress to ensure successful completion within the specified parameters, collaborating closely with senior project managers to report on project status and outcomes. This role emphasizes the importance of maintaining strong stakeholder relationships and ensuring that project deliverables align with organizational goals. (20%)
- Provides support to PCS customers on project-related matters, working under the guidance of more senior project managers to ensure project alignment with customer needs and organizational objectives. Participates in internal team coordination within PCS to promote project efficiency and effectiveness. (20%)
- Assists in managing special projects with a focus on continuous improvement and operational efficiency. Contributes to quality management efforts aimed at enhancing business processes, under the mentorship of senior project management personnel. (20%) This includes supporting the development of workflow maps and process documentation using tools such as Microsoft Visio to identify opportunities for operational efficiencies.
- Works in tandem with PCS procurement and business operations teams to explore strategies for operational improvement, showcasing adaptability in changing project landscapes. This function may require consulting with senior project managers for strategic direction. (15%)
- Adheres to a regular and predictable work schedule in accordance with agency leave policy and performs other duties as assigned, including participation in team meetings and project briefings. (5%)

- Flexibility in applying project management practices, with an understanding that not all projects follow traditional methods and may require agile thinking, adaptive planning, and iterative execution.
- Competence in using personal computers, along with various software applications such as spreadsheets, MS TEAMS, PowerPoint, Microsoft Visio, and project management tools to document workflows, support analysis, and track project progress.
Additional Information:
As part of the interview process, candidates will be required to complete a writing exercise. This exercise is designed to assess written communication skills, ability to organize information clearly, and demonstrate understanding of project management concepts relevant to the role.
Registrations, Licensure Requirements or Certifications:
CTCD/CTCM preferred, but not required.
PMP preferred, but not required.
Initial Screening Criteria:
At least 3 years’ consecutive experience in managing projects.
