Brief Job Description:
The Project Manager III position is a role within the Project Management Office (PMO) within the Provider Finance Department (PFD) department. This position reports directly to the Manager of Business Operations.
This position involves close collaboration with team members and stakeholders to monitor progress, address challenges, and ensure that project goals align with organizational objectives. The role requires regular communication with stakeholders, management, and other key parties. May assign and/or supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Essential Job Functions (EJFs):
- Collaboration and Consultation (25%) Becomes a trusted subject matter expert within internal and external groups by building effective working relationships with program staff, developing specialist understanding of their business operations, performance measures and data capabilities, and providing consultation with programs to resolve problems, identify training needs, and discuss program effectiveness; facilitates meetings, researches, collects, organizes, analyzes, and prepares materials in response to requests from program staff, stakeholders, and leadership. Plans and conducts advanced research on the agency’s programs and documents workflows and business processes.
- Project and Programmatic Leadership (25%) Leads all phases of project management, adhering to accepted project management methodologies, as initiating, planning, executing, controlling, and closing projects. Defines and manages scope, customer expectations, and project deliverables, including work breakdown structures, schedules, and resource plans. Develops project plans, communication strategies, and metrics reporting, while addressing risks and issues through mitigation activities. Manage multiple projects concurrently. Ensures quality control, manages change processes, and facilitates lessons learned for archival purposes.
- Stakeholder Engagement and Relationships (20%) Advises and negotiates with program staff and stakeholders to align project activities with objectives. Builds and maintains strong relationships with stakeholders. Provides leadership with high-quality status reports to enhance coordination and efficiency.
- Quality Management and Continuous Improvement (20%) Participates in the development of plans and actions to meet the goals and objectives of the program including but not limited to: The development and implementation of the program's policies, procedures, rules and guidelines affecting the overall functioning of PMO; Helps analyze, develop, and implement department policies, procedures, manuals, and standards and plans department activities in accordance with department objective and goals; trains, leads, assigns, and/or prioritizes the work of others.
- Strategic Planning (10%) Analyzes program legislation, operational plans, strategic plans, and best practices to help ensure program’s compliance with policies and procedures, statutes, and rules; and supports corrective action(s) as needed; determines trends, provides recommendations, and coordinates the resolution of departmental operational problems.
Knowledge, Skills and Abilities (KSAs):
Knowledge of:
- Knowledge of Texas Health and Human Services Commission's programs and functions.
- Knowledge of Project Management frameworks.
- Knowledge in strategic planning, formulation, and execution.
- Knowledge of and ability to understand performance management and continuous improvement processes.
Skill in:
- Skill in operating personal computer and various software programs to include Word, Excel, PowerPoint, Planner, Visio, Forms, and Outlook.
- Skill in written and verbal communication, summarizing complex information, evaluating alternatives, and developing creative and workable solutions.
- Skill in interpersonal and relationship building, including the ability to collaborate among multiple parties, work with people under pressure, resolve conflicts, and establish and maintain effective working relationships.
- Skill in gathering, analyzing, and reporting program and operational performance data.
- Skill in managing personal workload, multiple and competing priorities, and adapt behaviors and work methods in response to new information, changing conditions, or unexpected obstacles.
Ability to:
- Ability to plan and facilitate effective meetings with diverse stakeholders.
- Ability to exercise sound judgment in making critical decisions; to communicate effectively; and to assign and/or supervise the work of others.
- Ability to utilize or ability to receive training to leverage design thinking methods and practices.
- Ability to utilize or receive training to leverage data analytics tools (MS Excel, MS Power Automate or Tableau).
- Ability to communicate effectively and present to executive leadership.
Registrations, Licensure Requirements or Certifications:
Lean Six Sigma green belt, or Project Management Professional (PMP) preferred, but not required.
Initial Screening Criteria:
Experience in project management. Graduation from an accredited four-year college or university is preferred. Experience and education may be substituted for one another.
Preferred Qualifications: Texas State Government project management experience, procurement experience, and/or, contract management experience.
