Job Description:
Under the direction of the Child Care Regulation (CCR) Director of Policy, Rules, and Program Support, in the Regulatory Services Division (RSD), of the Texas Health and Human Services Commission (HHSC), the Program Support Manager IV performs highly complex (senior-level) managerial work administering the daily operations and activities of CCR’s Program Support team.
Work involves managing with an innovative mindset overseeing and guiding the planning, developing, coordinating, tracking and implementing continuous process improvement to support regulatory reform. This position will oversee CCR’s IT Program Support team (IT Liaisons, Project Managers) and all related business functions with a focus on CLASS involving collaboration with HHSC IT. The Program Support Manager will provide leadership support to the CCR Program Support Team for fulfilling all liaison IT deliverables. This includes overseeing the implementation of CLASS functionality enhancements, CLASS changes resulting from legislation and agency-wide initiatives involving CLASS functions. The Program Support Manager is responsible for modernizing, developing, and implementing processes that allow CCR to gain efficiency within their systems operations. The position will manage CCR’s high-profile projects to ensure long-term and short-term goals are met.
The Program Support Manager IV must possess and be capable of high-level, data-driven decision making, public speaking, emotional intelligence, and the ability to develop relationships with internal HHSC staff, providers, stakeholders, and community leaders. The position interacts routinely with CCR direct delivery staff, CCR state office staff, CCR and RSD senior leadership, HHSC executive leadership, HHSC legal staff, other HHSC divisions, other state agencies, and external stakeholders. This position also interacts with advocacy groups, elected officials, and legislative offices on behalf of the agency. The Program Support Manager works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
EJ1 Management of the Program Support Team: Oversees and manages daily operations and activities and provides leadership and direction of the CCR Program Support team. Oversee the implementation of changes in technology resulting from new legislation, new initiatives or improvement. Oversee and ensures timely responses to all requests by legislators, and other public officials. Manages and supervises the team with an innovative mindset providing clear objectives in planning, developing, coordinating, and implementing CLASS technology work, related to CCR. Manages the teams assigned workload and provides guidance and development opportunities improving staffs skill set. Provides oversight for tracking and monitoring progress. Maintains a solution focused mindset collaborating and working through challenges, meeting deadlines and achieving agency goals. (25%)
EJ2: Program Support Project Development: Manages, plans, assigns and reviews program technology projects from initiation through implementation. Oversee and monitor project timeline status and progress, sharing monthly updates and goals. Serves as an expert on program support and CLASS technology for CCR. Collaborates with HHSC IT. Leads and tracks the progress of multiple initiatives, ensures project accountability, and coordinates the planning of implementation. Develops and implements effective change techniques for evaluating agency programs, identifying the need for new programs or changing to existing programs. (25%)
EJ3 Project Management: Oversees and develops project schedules, develops agency cost estimates, responds to legislative inquiries, identifies legislative initiatives and exceptional items, develops implementation plans and provides solutions to technology challenges. Creates and oversees the status of the tracking log for projects related to CCR. Capable of high-level, data-driven decision making, public speaking, emotional intelligence, and the ability to develop relationships with the project team. (20%)
EJ4 Collaboration: Collaborates with internal and external stakeholders, such as leadership, agency staff, and staff from other state agencies to successfully build effective relationships while developing CCR policies and rules. Collaborates with other divisions within CCR to track, plan, and devise solutions for implementing legislation, policies, and rules in the CLASS system. Leads workgroups to address statewide initiatives and improvement activities, including facilitating workgroup discussions, and documenting information from these discussions to assist CCR in determining further revisions or enhancements. Remains current of current agency practices, assesses, and analyzes immediate and emerging needs, and provides technical expertise and consultation as needed. (20%)
EJ5: Communication: Oversees and manages the development of documents and communications for CCR staff, HHS leadership, providers, and stakeholders, and responds to media and stakeholder inquiries, and presentations to support meetings with senior and executive leadership. Prepares and delivers presentations on new and revised CLASS technology. (5%)
EJ6 Regulatory Compliance and Program Support: Through continuing education, maintains current knowledge of federal, state, and program standards, policy development, regulatory practices, health and safety, and related fields to support the vision for the program. Identifies and streamlines processes accordingly. Provides consultation and guidance to internal and external stakeholders. Performs related work as assigned and attends work on a regular and predictable schedule. (5%)

Initial Screening Criteria:
Bachelor's degree from an accredited four-year college or university. Experience in project management and AGILE practice may be substituted for education on a year for year basis.
Experience coordinating and implementing major technology projects using project management techniques and AGILE practice is preferred.
