Brief Job Description:

Program Supervisor I - In Health and Human Services Commission (HHSC), State Office Mail Services office, this position will perform routine administrative support work and technical assistance to the program and staff members. The work involves working closely with the State Office Mail Services Manager, in establishing State Office Mail Services goals and objectives and interacts routinely with multiple HHSC programs, staff and departments within the HHS Enterprise network, external organizations, groups, regional staff and Federal agencies. Oversees daily mail service operations with staff in satellite locations known as Mail Distribution Centers (MDC’s). Work also involves assisting in developing schedules, procedures, guidelines procedures and policies for MDC’s. The Program Supervisor will supervise mail staff, confers with CAFM coordinator and Business Service Officers (BSO) in implementation and deletion of mail codes changes within the MDC’s. Effectively communicates with mail staff on program issues; directs and provides leadership; ensures compliance with department policies and procedures. Screens applications, works with State Office Mail Services Manager, Program Supervisor VI, and Fleet Manager III, in conducting interviews and recommendations of candidate’s employment. Assists Program Supervisor VI with conferences, trainings, and performance appraisals. Creates and manages master count spreadsheets, documents, tables, charts and assist Program Specialist VI with invoice reconciliation. Coordinates mail processing activities and effectively communicates with United States Postal Services (USPS), Fed-Ex, and other State vendors. Produces assignments using various computer software in Microsoft Suites, for supervised staff. Drives State vehicles in performance of duties. Assists managers with the implementation of various initiatives within the department. Reviews, evaluates, and provides technical assistance to mail staff performing mail processing functions. Supervises the work of others. Works under moderate supervision with limited latitude for the use of independent judgment.

 

Essential Job Functions:

EJF 1. Conducts regular team lead meetings and disseminates information to staff. Oversee daily mail service operations and staff within HHS main campus and externally within HHS satellite locations. Confers with CAFM Coordinator and Business Service Officers (BSO) in implementation and deletion of mail codes changes within Mail Distribution centers. Communicates and coordinates regular unit meetings to provide information to staff, to assist them in completion of daily activities.

EJF 2.  Prepare complex correspondence, reports, forms, and documents. Participates in all aspects of interview and selection process, ensuring compliance with departments hiring procedures and policies. Acts as a liaison to HHS Enterprise programs requesting mail services. Perform Data entry of accountable mail received, assisting Program Supervisor VI with invoice reconciliation of outgoing accountable mail. 

EJF 3.  Acts as agency liaison to HHS Enterprise programs requesting mail services, Helps various agencies and programs with information on mailouts, internal mail procedures and mail deadline for outgoing mail. Creates and produces assignments and correspondence using various Microsoft Suites programs.

EJF 4.  Responsible for agency mail services within Department of State of Health Services (DSHS), Health and Human Services Commission (HHSC), Department of Family Protective Services (DFPS) and meeting with external mail vendors and customers on mail related topics, issues and concerns.

EJF 5. Work involves assisting Program Supervisor VI, in the developing of work schedules and policies for Mail Distribution staff. Center Organize, trains, and develops staff to meet operational requirements. Prepare performance standards, reviewing performance data, encouraging performance, and recommending appropriate training and career development. 

 

Registrations, Licensure Requirements or Certifications:    

Requires a valid driver’s license.

 

Knowledge Skills Abilities: 

Knowledge of principles and practices of state office mail processes; and applicable federal, state, and local laws and regulations regarding first class mail.

Knowledge of office procedures; of spelling, punctuation, grammar, and arithmetic.

Knowledge and ability to interpret State Office Mail Services guidelines, to develop, monitor and adhere to agency policies, standards.

Knowledge of Excel and using master databases.

Skill organizing and recording files using Microsoft Windows Suites.

Skill in the use of a computer and office equipment.

Ability to communicate effectively in a team environment and train others.

Ability to negotiate, develop, prepare policies and adherence to State Office Mail Services policies and procedures.

Ability to communicate effectively and to supervise the work of others.

Ability to implement and communicate effectively administrative policies and procedures.

 

Initial Screening Criteria: 

Experience in State Office Mail Services or work in a mailing type industry is preferred.

Experience in using Microsoft Office Suites, including Word, Excel, Outlook, Teams, and PowerPoint required.

Graduation from a standard senior high school or equivalent is required.

Some college education is preferred.

Experience supervising the work of others is preferred.
