Brief Job Description:
The Texas Health and Human Services Commission (HHSC) Community Services (CS) division is actively seeking a highly qualified candidate for the position of Program Specialist VI. This role will be located within the Local Access and Support department, directly reporting to the Program Supervisor of the Office of Aging and Disability Resource Centers (OADRC).
As an advanced-level position, the Program Specialist VI will be instrumental in leading a variety of critical functions, including but not limited to the development of policies that enhance service delivery, providing essential support for legislative initiatives, conducting in-depth research focused on specific populations, facilitating training, and ensuring compliance with grant requirements. This multifaceted approach is designed to bolster the effectiveness and efficiency of Texas's 28 Aging and Disability Resource Centers (ADRCs).
This position may be eligible for telework. Please note, all HHS positions are subject to state and agency telework policies in addition to the discretion of the direct supervisor and business need.
Essential Job Functions (EJFs):
Lead the development, revision, and implementation of OADRC program rules and administrative policies. (20%)
Monitor, analyze, and support compliance with federal and state grant requirements, including data collection, performance reporting, and quality assurance. (20%)
Conduct and apply research on populations served by ADRCs to inform program design, address service gaps, and promote access. (15%)
Provide technical expertise and draft formal responses to legislative inquiries, ombudsman investigations, and executive-level information requests. (10%)
Design and deliver training and technical assistance to ADRC staff and external stakeholders. (10%)
Coordinate cross-system collaboration and contribute to strategic planning with internal and external partners. (10%)
Represent the OADRC program in HHSC workgroups, public meetings, and interagency task forces. (5%)
Prepare briefing materials, issue papers, and legislative reports to support informed decision-making by leadership. (5%)
Performs other duties as assigned. (5%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of state and federal laws, regulations, policies, rules, and requirements relating to health and human services programs.
Knowledge of state government organization and administration.
Knowledge of interagency collaboration methods and techniques.
Skill in analyzing and evaluating complex program issues.
Skill in verbal and written communication, including the ability to translate complex concepts for multiple audiences.
Skill in writing, reviewing, and implementing policies and procedures.

Initial Screening Criteria:
2 years of experience in Texas administrative rule development and state legislative processes.
2 years of experience in grant-funded programs and performance monitoring.
