Job Description:

 

Under the direction of the Assistant Associate Commissioner of Procurement of Procurement and Contracting Services (PCS), the Program Specialist VI, is responsible for performing highly advanced (senior-level) professional administrative, analytical, planning, strategic, and advisory work for procurement projects and initiatives.

This key role develops and monitors detailed project plans, tracking tools, dashboards, timelines and milestones for projects. Develops high-level presentations and briefs for executive leadership, facilitates discussions across HHS, organizing meetings, managing agendas, and serves as a PCS liaison between PCS and program areas. 

This position is required to come into the office at least three days per work week. Telework availability is subject to agency policy and procedure. Work is performed under minimal supervision with considerable latitude for the use of initiative and independent judgment.

 

Essential Job Functions:

 

(30%) Develops and monitors detailed project plans, tracking tools, timelines and milestones for procurements.

(20%) Serves as point of contact for the PCS Liaison mailbox, responding to emails and inquiries from staff timely and ensuring consistent, accurate communication.

(20%) Prepares complex presentations, project timelines, reports, briefs and other documents for leadership to communicate project progress, risks, and key decision points.

(15%) Assists leadership in developing meeting agendas and materials, facilitating meetings and discussions with internal and external stakeholders. Organizes and tracks action items from meetings, ensuring follow-ups are completed timely.

(10%) Assists leadership in planning and organizing assignments, activities, process improvement initiatives and special projects.

(5%) Other duties as assigned include but are not limited to actively participating or serving in a supporting role to meet the agency's obligations.

 

Registration, Licensure, Requirements or Certifcations 

 

Certified Texas Contract Developer (CTCD) within 6 months of hire.

 

Knowledge, Skills and Abilities:

 

Knowledge of:

 

Purchasing laws, requirements, applicable guidance, methods and procedures.

  • Project/program management theories and practices
  • The use of Microsoft Office products.

 

Skill with:

 

  • Project management
  • Developing and evaluating policies and procedures, assessing risks, and making recommendations;
  • Written and oral communication, including the ability to make public presentations, and write technical information in an understandable format; and
  • Project planning, evaluation, and implementation.

  • Operate with a keen attention to detail and the ability to implement creative solutions to problems;
  • Ability to effectively facilitate meetings and maintain working relationships with staff or program stakeholders;
  • Work collaboratively across PCS and HHS to accomplish objectives;
  • Work cooperatively as a team member in a fast-paced, deadline-orientated environment;
  • Work independently and perform work with a high degree of attention to detail; and
  • Balance team and individual responsibilities.

 

Initial screening criteria:

 

Graduation with a baccalaureate degree from a regionally accredited college or university is required.  Knowledge of statistical software and tools (e.g., Excel, Python, SAS, or R) or project management experience is preferred.
