Brief Job Description:

The Data Analyst performs highly advanced data analysis and research functions, working under the limited direction of the Data Services Director within the Decision Support Services within the Behavioral Health Services Division of HHSC. Work involves complex computer and statistical programming for the BHS. Projects span all lines of business and may require coordination with other Program and Contractor Services Units, other divisions of HHSC, and other state and federal agencies. Provides data-related consultative services and technical assistance and to Program Services and Contractor Services, as well as staff and managers of other HHSC sections, providers, and stakeholders. Coordinates with program areas to initiate program evaluation studies and quality improvement projects including design, implementation, analysis, and dissemination. Computes and reports performance measures, including development of appropriate targets. Conducts data analyses and interpretation of data to identify trends and evidence-based best practices. Completes analyses, reports, and presentation on multi-state-agency data-sharing projects. Prepares reports, studies, presentation and specialized research projects. Creates system documentation and specifications, and data files related to community mental health and substance use. Represents DSS on committees, work groups, and projects to meet data analysis needs. Other duties as assigned.  

 

Essential Job Functions (EJFs):

EJF1. Serves as the project lead for substance use and mental health, in applied statistics to behavioral health data analyses for the State of Texas. Plans, develops and assigns projects related to statistical and data analyses. 40%

EJF2. Provides data-related consultative services and technical assistance. Coordinates with program areas to initiate program evaluation studies and quality improvement initiatives including design, implementation, analysis, and dissemination. 20%

EJF3. Produces data for planning, performance measurement initiatives, risk assessment and other requests from LBB, federal partners, HHSC staff and stakeholders. 15%

EJF4. Creates system documentation and specifications with data quality checks, SAS code and data files related to community mental health and substance use. 15%

EJF5. Represents DSS on committees, workgroups, and projects to meet data analysis needs. Represents the state at the national level on data analyses or statistical issues. 5%

EJF6. Other duties as assigned include but are not limited to actively participating or serving in a supporting role to meet the agency's obligations. 5%  

 

Knowledge, Skills and Abilities (KSAs):

Knowledge and experience with data systems and warehouses and ability to work with large databases. Knowledge of advanced statistical techniques and methods. Knowledge of evaluation and performance measurement techniques for programs and policies. Skill in effective verbal communication, including preparation and presentation of complex data analyses. Skill in project management with complex projects that cross divisions, agencies and several lines of business. Skill in identifying problems, evaluating alternatives and negotiating and implementing solutions to data problems. Skill in advanced technical writing, reporting and interpretation of complex client and provider data. Ability to develop and evaluate policies and procedures. Ability to work in collaboration with others to manage multiple deadlines.

Initial Screening Criteria:

Degree from an accredited college or university or technical school. Experience can be substituted for education on a year-to-year basis. Experience in the use of statistical packages, especially SAS, SQL or related databases is preferred.
