Brief Job Description:
The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) department seeks a highly qualified candidate to fill the position of Program Specialist V. MCS is driven by its mission to deliver quality, cost-effective services to Texans. This position makes a significant contribution to MCS’s mission by researching and analyzing highly complex projects or initiatives, providing consultative services and technical assistance, and preparing management responses and reports. The Program Specialist leads a range of technical, planning, assessment, and organizational administrative activities for contract related activities and documentation.

Essential Job Functions (EJFs):
Works collaboratively across MCS to identify innovative and effective solutions for clients and staff.
The Program Specialist V (PSV) is selected by and reports to the Managed Care Contracts and Oversight (MCCO), Contracts Team Director. The PSV will perform comprehensive contract management for open enrollment and non-competitive contracts. Collaborates with internal MCCO stakeholders, HHSC and MCS program areas, including by not limited to: Policy and Program Development, System Contracting, Procurement and Contracting Services (PCS), Office of Inspector General, Financial Reporting and Audit Coordination, and Policy Departments. Participates in developing contract documents, amendments and renewals. Maintains contract documents electronically or uploading accurately to Centralized Accounting and Payroll/Personnel System (CAPPS) and System of Contract Operation and reporting (SCOR), maintaining a contract documentation list and ensuring accessibility of information, in accordance with PCS and record retention requirements. Ensures all routing, executing, negotiating, and closing Medicaid and CHIP contracts are performed according to HHSC policy. (50%)
This position will perform highly complex technical and consultative work requiring knowledge in contract management which requires strong writing skills. This position will develop and track correspondence to contractors related to contract requirements, reimbursements, rebates, liquidated damages, audits, and payment withholds as well as tracking and documenting all payments related to correspondence. Conducts or leads ongoing monitoring of expenditure data to ensure adequate funding. The PSV will coordinate with internal and external stakeholders including contractors and the public related to MCCO contracts and associated projects to ensure clear, concise, and consistent information is provided both orally and in writing. (40%)
Performs quality reviews and edits the work of other staff and provide constructive feedback. Coordinates and collaborates with staff to develop reports, plan, implement, analyze, and document contract related actions or contracting needs. (10%)
Knowledge, Skills and Abilities (KSAs):

Knowledge of:
- Knowledge of state and federal laws, rules, regulations, policy and procedures relevant to state programs and contracts.

Registrations, Licensure Requirements or Certifications:
- Certification as a Certified Texas Contract Manager (CTCM) is preferred. If the applicant is not certified as a CTCM, the applicant will be required to obtain certification within 12 months of the hire date.
Initial Screening Criteria:
- Experience in managing or developing contracts or procurements, addendums, amendments or solicitations.
- Experience drafting correspondence or memos.
- Experience using applicable Microsoft products, such as Word, Adobe, and Excel.
