Brief Job Description:

The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Program Specialist V position within the Community Services (CS) division in the Community Care Services Eligibility (CCSE) area. The Program Specialist V performs advance consultative services and technical assistance to CCSE State Office and regional teams. Work involves planning, developing, and implementing business process improvements for CCSE programs. Coordinates, plans, facilitates, and oversees State Office and regional activities through workgroups and reporting. Provides consultative services and assistance to other CS departments, Information Technology, Medicaid CHIP Services and for the Health and Human Services agency. May assign and/or supervise the work of others through workgroups and ongoing State Office and regional initiatives. Works under the Supervision of the CCSE Support Director with considerable latitude for the use of initiative and independent judgment.

 

Essential Job Functions (EJFs):

EJF1
Directs State Office and regional staff in the area of business operational improvement activities through organized workgroups; develops, implements and evaluates CCSE business process improvement plans, operational guides and procedure manuals. (30%)

EJF2
Prepares and analyzes various CCSE reports and identifies issues with policies and procedures and makes recommendations for improvements and identifies training needs. (30%)

EJF3
Conducts and coordinates business process improvement activities to determine compliance with regulations, policies, and procedures for all CCSE programs. (20%)

EJF4
Provides technical system support to staff. Serves as a subject matter expert for CCSE eligibility systems and processes. (20%)

 

Knowledge, Skills and Abilities (KSAs):

Knowledge of and experience applying complex local, state, and federal laws, rules, policies and procedures related to HHSC and CCSE program areas.

Knowledge of and experience in program planning, implementation, and evaluation.

Knowledge of and experience in Microsoft SharePoint, including site and document creation and management.

Skill and experience in gathering, assembling, correlating, and analyzing facts; devising solutions to issues; developing and evaluating policies and procedures; and preparing reports.

Skill in the use of personal computers and software applications in a Windows environment (Word, Excel, PowerPoint, Outlook, and SharePoint).

Skill in time management.

Skill in project management.

Skill in researching, preparing, and directing information effectively.

Skill in preparing and interpreting reports and utilizing the data to devise solutions to problems.

Ability to explain complex ideas in understandable terms.

Ability to communicate effectively verbally and in writing.

Ability to work effectively under tight deadlines and prioritizes work assignments, handle multiple tasks, and fully utilize available resources.

Ability to establish and maintain positive and effective working relationships with supervisors and co-workers, other department staff, other agency staff, and internal and external customers.

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:

Current or recent experience in CCSE programs and policy, preferred.

Experience with state and federal laws, regulations and policies.

Experience in professional writing, computer use, critical thinking, research, communication and facilitating meetings.

Experience communicating with all levels of staff both orally and in writing based on the completion of this job application.
