Brief Job Description:
The Abstinence Education Program (AEP) Manager, under the direction of the associate commissioner for family and youth services and supports, oversees all operational aspects of AEP, including managerial work.
AEP, governed by Title V of the Social Security Act, Section 510 (42 U.S.C. Section 710), funds organizations to provide education to youth ages 10–19 that teaches personal responsibility, self-regulation, goal setting, healthy decision-making, a focus on the future and the prevention of youth risk behaviors such as sexual activity and drug and alcohol use.
The AEP Manager’s work involves managing day-to-day activities of AEP staff; establishing goals and objectives for the program; evaluating budget requests, monitoring budget expenditures, and adjusting as necessary; identifying areas of needed change and making recommendations to improve operations; and providing oversight and guidance to staff and grantees.
Essential Job Functions (EJFs):
EJF 1 (35%): Provides overall leadership, planning, and direction for the Abstinence Education Program, in accordance with agency mission, vision and goals. Plans, develops, and communicates with staff and stakeholders regarding the program, performance, management priorities, and strategies for promoting abstinence education services.
EJF 2 (25%): Oversees budget, contracting, audit, reporting and other activities to ensure effective operations. Develops performance standards and measures to ensure the program efforts are effective and efficient.
EJF 3 (20%): Manages and develops staff through review of performance data, consultation, training, and performance appraisal. Responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions, and scheduling and approving leave for unit personnel.
EJF 4 (15%): Oversee federal grant compliance, including semi-annual reports, annual renewals, applications for sustained funding, and other related activities.
EJF 5 (5%): Other duties as assigned.
Knowledge, Skills and Abilities (KSAs):
Knowledge of family-focused programs administered by HHSC
Knowledge of HHSC or federal grant requirements.
Knowledge of Texas legislative process and public accountability systems.
Skill in contract management functions.
Skill in effectively leading peers and teams with diverse stakeholders.
Skill in problem-solving and critical thinking.
Skill in written communication, grant writing experience preferred.
Ability to effectively manage staff, fostering a culture of engagement and accountability.
Ability to identify issues and proactively work to develop solutions within a large organization.
Ability to assess data and make actionable insights.
Registrations, Licensure Requirements or Certification
Current CTCM or ability to obtain a CTCM within six months of hiring
Initial Screening Criteria:
4-year college degree in a related field (for example, public administration, social work, psychology, public health, accounting, budget, etc.). Work experience in a state or federal agency or community-based organization may substitute for education on a year for year basis.
Minimum one year experience working with state or federal grants.
HHSC experience strongly preferred.
