Brief Job Description:
The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Systems Analyst V position within the Access and Eligibility Services (AES), Data Management & Reporting Division. Work involves maintaining the upkeep, configuration, and reliable operation of systems. The candidate must have the ability to work independently with little supervision and have some latitude for the use of initiative and independent judgment. Maintains a reliable, predictable work schedule. Performs other duties as assigned to maintain operations. Requires occasional after-hours and weekend work.
Essential Job Functions (EJFs):
(50%) Monitors, maintains, and provides support for our processes, systems and interfaces. Identifies, investigates, and resolves production problems. This may include analyzing problems, coding, testing, implementing, and training of other technical staff and/or customers. Handles any exceptions or performance problems as they occur. Monitors, troubleshoots, and addresses exception or performance issues for applications, reports, and databases. Calls in tickets to Helix for system performance issues. Resolves critical system performance issues. Researches and corrects system defects. Performs exploratory research of system processes. Explains system functionality to end users. Performs workload transfers. Updates workload by adding, removing, or updating data to existing fields. Enables and disables automated reports and functionality. Updates distribution lists for automated reports. Updates form definitions and questions.
(30%) Data Quality/Integrity/Management: Monitors and ensures data quality, loading data into databases from a variety of sources, as well as formatting and automating data feeds, to be used as input for on-going and ad-hoc reporting, performance dashboards and other reports. Develops scripts or code to extract, compile and present data or models using computer programming languages such as SQL. Cleans and prepares data, as necessary, to produce data required for stakeholders. Extracts data from multiple sources for multiple report products. Ensures accuracy of data included in reports
(10%) Develops technical documentation for internal IT staff or external customers. Coordinates development and/or review of functional documentation for customers as it relates to a technical solution developed. Undertakes knowledge transfer to colleagues. Performs mentoring and produces documentation that results in knowledge transfer to other colleagues within the team to aid in the development of their skills.
(10%)[G(1] [W(2] Ensure compliance with IT policies, standards, and regulatory requirements. Implement and maintain security policies, including access control, data integrity, and system backups. Conduct regular security assessments and respond to security incidents. Collaborate with the IT security team to implement and enforce security measures. Maintain accurate documentation of systems, configurations, and procedures. Participate in audits and provide necessary documentation as required.

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:
- Experience in troubleshoot problems and issues identified by support tools and implement corrective actions quickly.
- Two or more years of professional experience in maintaining complex web-based or client/server applications.
- Prefer experience maintaining database applications using relational database management software.
- Prefer experience supporting reports using report development tools.
- Prefer experience with Microsoft Visual Studio, Microsoft SQL Server, and Microsoft Report Designer software.
- Prefer experience supporting applications using a .NET front end with a SQL Server back end.
- Graduation from an accredited four-year college or university with major coursework in Computer Science, Management Information Systems, or a related field. Experience and education may be substituted for one another, on a year- for-year basis.
