Under the direction of the Strategic Business Initiatives Director the Management Analyst performs highly advanced (senior-level) professional administrative and policy analysis work in support of the Health and Human Services Office of Data, Analytics, and Performance (DAP). This position plans, develops, coordinates, and implements major agency programs and evaluations of agency systems and procedures, and assists the HHS system to operate more efficiently and effectively through coordination of highly complex project development, and implementation of complex processes and reporting activities across DAP units. Activities include improvement in project management, process mapping, developing data visualizations, automating workflows, conducting needs assessments, quantitative analysis of DAP functions and steps toward goals, and group facilitation. The position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

EJF: 1 (20%) Oversees, designs, evaluates, and recommends complex processes across the Office of Data, Analytics, and Performance. Conducts process improvement needs assessments. Designs and manages collaborative efforts among DAP directors and staff to implement complex processes for Performance Analytics and Integration, Data Dissemination and Reporting, Information & Data Management, Signal Detection, Visualization & Performance, and Business Operations Support departments. Define, measure, analyze, and improve processes using established techniques. Identify and address inefficiencies in DAP processes.

EJF: 2 (20%) Develops and manages process improvement projects for DAP. Confer with DAP management and assess DAP process improvement project management needs. Coordinate with DAP staff to design projects, quantify problems, identify root causes of problems, solve the root cause, and monitor processes to maintain gains. Coordinate the planning and initiation of projects at various levels of completion. Develop and manage project scope, schedule, resources, quality, risk assessment, stakeholder engagement, and communications.

EJF: 3 (20%) Develops and maintains process and process improvement reports and documents. Prepares high quality written reports, updates, summaries, policies, procedures, and other documents as assigned or as needed to explain results to DAP management and staff. Develop process maps, outlines, and explanations to support process improvement.

EJF: 4 (10%) Monitors and advises leadership about opportunities to improve processes and policies. Develops revisions to processes, in collaboration with DAP management and staff. Communicates recommendations to executive leadership through the development of high-quality presentations, memos, reports, etc. This position identifies opportunities for collaboration to enhance DAP processes and procedures, identifying workgroups, leading workgroup meetings, drafting recommendations and communicating findings to executive leadership and other internal and external stakeholders. 

EJF: 5 (5%) Performs advanced end-to-end analysis on audit findings and operational challenges to document existing processes and offer recommendations on improvements. 

EJF: 6 (15%) Facilitates and participates in a variety of meetings with DAP staff members for strategic planning, project planning and defining, goal setting and work product development. Facilitate meetings with DAP staff or attends meetings. Plans meetings to prioritize decisions and results. Develops and maintains complete meeting documentation.

EJF: 7 (10%) Serves as process management subject matter expert on projects. As assigned, attends, and facilitates meetings, tracks project tasks to log processes and make recommendations for process improvement. Advises project team members on process management.

 

Knowledge, Skills and Abilities (KSAs):

Knowledge of organizational development and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures; of methods and procedures analysis techniques; of work simplification methods; of forms and records design and control procedures; and of statistical analysis.

Knowledge of Health and Human Services programs preferred.

Knowledge of Business Process Redesign is preferred.

Skill in process mapping, developing data visualizations, automating workflows, and managing tasks and timelines. 

Skill in application of business process improvement methodologies. 

Skill in advanced Microsoft Excel functions, to include pivot table and other data analysis functions. 

Skill in interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, conflict resolution, and establish and maintain effective working relationships with various level personnel. 

Ability to evaluate problems; to develop alternative solutions; to oversee studies; to develop and interpret policies and procedures; to design programs or training; to implement policies and procedures; to prepare concise reports; to communicate effectively; and to plan, assign, and/or supervise the work of others.

Initial Screening Criteria:

Graduation from an accredited four-year college or university. Work experience may be substituted for education on a year-for-year basis. At least four (4) years of process improvement project management experience in addition to education or experience that substitutes education. Proficiency in project management, advanced Microsoft Excel functions, and data visualization and workflow automation tools preferred.
