Brief Job Description:
Under the direct supervision of the Director of Position Management
Performs advanced (senior-level) managerial work administering the daily operations and activities of the HHSC Position Management department. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and analyzing FTE data, commitment accounting, and trial balance reconciliation reports; developing and evaluating budget requests; and monitoring budget expenditures. Serves as the primary budget resource for agency position management activities. Uses a variety of software applications including Centralized Accounting and Payroll/Personnel System (CAPPS) Human Capital Management (HCM), CAPPS Financials, Position & Employee Bridge for Legacy Systems (PEBLES), Budget Position Control System (BPCS), MS Access, Excel, Word, and SharePoint to perform essential job functions. The position interacts routinely with all levels of Health and Human Services Commission (HHSC) staff and other state agency staff.
Supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Provides senior level leadership in budget planning, oversees the development of establishing goals and objectives. Sets Position Management and Trial Balance Reconciliation staff’s priorities and deadlines to ensure positions/FTEs are monitored, maintained, analyzed, reported and reconciled accurately and within approved guidelines; implements position/FTE related legislation; analyzes agency positions/FTEs operations and identifies areas for improvement. Meets and communicates with all levels of the agency staff, accounting, and the budget analysts to ensure program needs are met; works with and provides technical guidance, assistance, advice, and recommendations to Budget Office staff, agency programs, management, and executive management related to agency appropriated positions/FTEs and commitment accounting. (35%)
Oversees the daily operations and activities of Position Management and Trial Balance Reconciliation. Plans, assigns, delegates and supervises the work of staff. These activities include but are not limited to recommending and implementing accounting policies, providing guidance to staff in the development and implementation of positions/FTEs, and positions/FTEs commitment accounting. Ensures projections are incorporated into agency and division budgets as appropriate. Oversees the preparation of, and reviews/analyzes financial reports related to positions/FTEs and positions/FTEs commitment accounting as assigned for review by management. Oversees the verification, review, and analysis of source documents and data; reviews analysis of trends and variances and tests for reasonableness, identifies any unusual position/FTE activity. Participates in internal and external work groups and represents the department at meetings, and committees. Reviews and approves operating procedures and processes that implement agency policies and reviews operations to identify needed changes and makes recommendations to improve operations. Oversees the completion of reports, monitors performance and recommends appropriate changes. Coordinates with Human Resources and Accounting staff relating to resolution of issues to ensure payments are made timely and accurately. (30%)
Oversees the development, coordination, preparation, completion, implementation, and submission of the agency's Mid-Year Budget Review, agency annual operating budget related to position management, and LBB Monthly FTE Report. Reviews draft appropriation requests; makes necessary revisions for accuracy and conformance with instructions. Prepares, reviews and analyzes FTE information for proposed legislation. Conducts special studies to define problems and provide basis for management decisions; and develops recommended solutions. (20%)
Manages, reviews, and guides the completion of all agency accounting functions pursuant to requirements developed by the Legislature and the Comptroller of Public Accounts and regulations defined by the agency's federal partners regarding cost allocation, reconciliation, state reporting, and general ledger maintenance for Trial Balance Reconciliation and Commitment Accounting. Manages and develops staff through training, performance appraisals and consultation. Responsible for hiring and selection, assigning work, prioritizing assignments, completing performance evaluations, recommending personnel disciplinary actions, and scheduling and approving leave. (15%)

Knowledge of state government and health and human services accounting and budget processes and procedures.
Knowledge of the State of Texas legislative processes and procedures.
Knowledge of State of Texas strategic planning and budgeting process and principles.
Skill in analyzing financial data.

Skill in computer software including, but not limited to, Excel, Word, Access, HHSAS, CAPPS, BPCS and other state/governmental financial or human resources applications.

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in accounting, finance, or a related field is generally preferred. Each year of college may substitute for one year of work experience on a year for year basis up to four years. Four years of experience with budget, financial, auditing, accounting or position management data. Experience with prioritizing assignments and meeting work deadlines. Experience with working independently with limited supervision. Excellent written communications as observed by detail and completeness of information provided on this state application. Experience with establishing and maintaining effective working relationships with co-workers, other agencies, and the public. Experience with preparing clear, concise, and accurate reports and schedules. State government experience preferred. Three or more years of experience in managing or leading.
HHSAS, CAPPS or PeopleSoft experience is preferred.
