Brief Job Description:
Under the direct supervision of the Position Management Manager IV, performs highly advanced (senior-level) financial analysis and regulatory work. Work involves administering financial processes and systems; reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending and approving appropriate action to resolve position management financial and regulatory problems related to FTEs. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Provides support to all Health & Human Services Commission areas by creating, updating, activating, and inactivating position records in the Centralized Accounting and Payroll/Personnel System (CAPPS) and reporting on FTEs. Work involves researching and resolving payroll errors related to Position Management actions; researching update/creation requests to determine appropriate action; developing and running queries to generate reports; and responding to inquiries/requests. Coordinates with Human Resources and accounting staff to resolve payroll errors. Coordinates with CAPPS level one support and Enterprise Service Center (ESC) staff for resolution of system errors and problems identified when entering transactions in CAPPS. Provides assistance to managers and staff on the Budget Position Control System (BPCS) and the Position & Employee Bridge for Legacy Systems (PEBLES). Provides assistance to other Position Management staff in researching and resolving errors and responding to inquiries. Prepares and provides agency management and staff with data, analysis, and reports. Develops and maintains the Position Management SharePoint/web pages. Provides level one support for BPCS and serves as the BPCS System Administrator with responsibility for granting access and permissions, coordinating modifications/new developments, and testing changes. Recommends enhancements to automated systems. Assists with developing and maintaining BPCS policies, procedures, and forms.
Essential Job Functions (EJFs):
Prepares and provides management and staff with position management budget related data, analysis, and reports on FTEs (Position and Employee), hires, terminations, vacancies, merits, and overtime. Plans, develops, maintains, and re-designs a collection of MS Access databases. (35%)
Creates, updates, inactivates, and activates position data records and job data records in CAPPS-HCM. Researches position creation/change requests and determines appropriate action. Assist in the department budget setup in CAPPS-HCM. (20%)
Develops and runs queries and generates reports in various relational databases including CAPPS and MS Access. (15%)
Provides level one support for BPCS and SAO Workforce Collection and serves as an Administrator to both. Develops and maintains Position Management SharePoint/Web pages. (15%)
Researches and resolves payroll errors and coordinates resolutions with Human Resources, Payroll, and Position Management staff. (5%)
Provides assistance to Position Management staff in researching and resolving errors and responding timely to inquiries. (5%)
Coordinates CAPPS system errors/problems with level one support and Enterprise Support Center (ESC). (5%)

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in accounting, finance, or a related field is generally preferred. Each year of college may substitute for one year of work experience on a year-for-year basis up to four years. Six years of progressively responsible experience in accounting, finance, auditing, budgeting, or position management. Work experience performing complex financial reconciliations is preferred. Experience with prioritizing assignments and meeting work deadlines. Excellent communication skills determined by accuracy and completeness of state application. Experience with preparing clear, concise, and accurate reports. State government experience preferred.
HHSAS, CAPPS or PeopleSoft experience is preferred.
