Brief Job Description:
The Position Management Accountant VI is selected by and reports to the Director of Position Management. This position performs advanced senior-level accounting work supporting the daily operations of the Position Management unit. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
Provides support to all Health & Human Services Commission areas by reviewing, analyzing, reconciling, and evaluating position management financial and FTE data; preparing reports and responding to inquiries; and recommending appropriate action to resolve position management financial problems related to FTEs, which may include assistance in developing, testing, implementing and monitoring internal controls to ensure the integrity of the financial and employee data in position management reports. This position performs special projects and performs other duties as assigned. Handles competing priorities under strict deadlines. May be required to work outside of normal business hours.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Preparation of complex reporting and provides to management and peers position management budget related data, analysis, and reports on FTEs (Position and Employee), hires, terminations, vacancies, and overtime. (30%)
Aids position management staff in researching and resolving errors and responding timely to inquiries. Participates in various reconciliations related to position management. (20%)
Participates in various reconciliations related to the general ledger to help ensure corresponding balances and report findings. Assists with monitoring and reconciling accounting information from CAPPS Fin and external sources to help ensure the integrity of the data related to the general ledger. This includes but is not limited to the reconciliation of CAPPS Fin to USAS. (10%)
Participates in the reconciliation process to help ensure the integrity of data in CAPPS Fin, analyzing processes and internal controls and recommends changes, as necessary. This includes updating procedures or creating new procedures. (10%)
Creates, updates, inactivates, and activates position data records and job data records in CAPPS-HCM. Research position creation/change requests and determines appropriate action. Assists in the department budget setup in CAPPS-HCM. Researches and resolves payroll errors and coordinates resolutions with Human Resources, Payroll, and Position Management staff. (20%)
Develops and runs queries and generates reports in various relational databases including CAPPS and MS Access. Participates in special projects as required or requested and other duties as assigned. These tasks may require coordination with staff within the agency or other state agencies. Serves as a liaison or contact person with agency staff related to position management activities. (10%)

Knowledge, Skills, and Abilities:
1. Knowledge of Governmental Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP) and their applicability to state financial accounting.
2. Knowledge of state and federal laws and regulations relevant to Fund Accounting and state reporting.
3. Knowledge of the state appropriation process and how it affects the financial and accounting operations of an agency.
4. Knowledge of automated accounting and human capital management systems such as PeopleSoft, HHSAS, CAPPS Financials, or CAPPS HCM.
5. Knowledge of HHSC budget management and accounting policies, practices, and operations.
6. Knowledge of the Budget Position Control System (BPCS).
7. Knowledge of Legislative Appropriation Request (LAR) processes.
8. Knowledge of principles and practices of human resources.
9. Knowledge of local, state, and federal laws and regulations relevant to program area.
10. Knowledge of the principles and practices of public administration and management.
1. Ability to use complex automated accounting systems and human capital management systems, such as CAPPS Financials and CAPPS HCM.
2. Ability to analyze, monitor, and manage cost allocation and general ledger accounting.
3. Ability to manage several ongoing projects at the same time, prioritize work and meet deadlines.

1. Skill in reconciling and analyzing financial data, accounting records, and reports.

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in accounting, finance, or a related field is generally preferred. Each year of college may substitute for one year of work experience on a year for year basis up to four years. Six years of progressively responsible experience in accounting, finance, auditing, or budgeting. Work experience performing complex financial reconciliations is preferred. Accounting experience in State Government is preferred.
HHSAS, CAPPS or PeopleSoft experience is preferred.
