The Program Specialist VI performs highly advanced consultative services involving the planning, development, and implementation of performance improvement and utilization management initiatives relating to program services. This role provides expert guidance to internal and external stakeholders, working with considerable latitude for initiative and independent judgment. Key responsibilities include monitoring system-wide data trends across Local Mental Health Authorities (LMHAs) and Local Behavioral Health Authorities (LBHAs), translating data into actionable insights and strategies, and collaborating with diverse stakeholders to optimize program performance and accountability. Additionally, the specialist conducts focused research and investigation, develops materials and strategies for effective communication with internal and external stakeholders, and prepares training and reference resources to enhance the efficiency and effectiveness of public mental health programs in Texas.
Reporting to the Director of Performance Improvement and Evaluation, the Program Specialist VI is part of a team focused on improving the core functions of the LMHAs, with a special focus on utilization management. By contributing to performance improvement plans and ensuring that mental health services are aligned with standards, the specialist plays a crucial role in aligning services with community needs and limited resources. The ideal candidate will have extensive experience in data and trend analysis, knowledge of the state’s mental health service system, strong communication and collaboration skills, and the ability to work autonomously with minimal direction and supervision.
This position is telework eligible. Please note, all HHS positions are subject to state and agency telework policies in addition to the discretion of the direct supervisor and business need.
Essential Job Functions (EJFs):
Develops and implements strategies for ongoing monitoring and assessment of performance and utilization data and identification of trends and issues to inform program management, compliance enforcement, and policy development. Includes development of effective communication materials to share key data and insights with diverse stakeholders. Works with staff from across the department to develop and implement appropriate responses and interventions to ensure compliance with applicable requirements and optimize LMHA/LBHA performance and utilization management. (40%)
Provides high-level advice and counsel by interpreting policies, procedures, rules, regulations, and standards related to the program. Includes research and investigation of highly technical and complex issues that may involve diverse teams and departments within the agency as well as external stakeholders. (20%)
Assists with development, implementation, and documentation of performance measures, strategies, and tools for evaluating mental health programs and optimizing utilization management. May serve as the lead on the implementation and management of complex program initiatives. Performs focused studies of identified issues and problems and prepares reports of findings and recommendations. (20%)
Provides training and technical assistance to internal staff and external stakeholders related to the use of performance and utilization data and tools, including development of training materials and resources. (5%)
Facilitates meetings and communicates with external stakeholders regarding LMHA performance and utilization management. Consults with stakeholders to discuss program effectiveness, identify system-wide issues and training needs, and resolve problems. (5%)
Coordinates the collection, organization, analysis, and preparation of materials in response to requests for routine and ad-hoc information and reports. (5%)

Initial Screening Criteria:
Experience in a field related to mental health programs, public administration, or performance management. Graduation from an accredited four-year college or university with major course-work in a field relevant to mental health programs, public administration, or performance management. Experience and education may be substituted for one another, with one year of job experience being equivalent to one year of college education.
