Brief Job Description:

 

The Operations Manager (Management Analyst V) reports to the Government & Stakeholder Relations Deputy Director. The Operations Manager performs highly advanced (senior-level) work and is responsible for ensuring the continuity of business operations for Government and Stakeholder Relations (GSR).

 

The Operations Manager oversees the implementation of special legislative projects and directs the oversight of two critical information technology systems administered by GSR.

 

This individual works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

 

Essential Job Functions (EJFs):

 

Oversees, reviews, edits, prepares and finalizes presentations, briefing and legislative summary documents, and specialized research material for executive staff, legislative offices, committees, and public audiences. (25%)

 

Supports GSR leadership in coordinating, implementing and overseeing business objectives and special legislative projects. (25%)

 

Oversees administrative and operational functions and ensures continuity of daily operations for GSR. (25%)

 

Directs the oversight of Legislative Reports Track System and Legislative Tracking System. (15%)

 

Supports GSR as needed on legislative assignments and activities. This includes communicating and coordinating with other agency staff and GSR leadership on legislative and policy issues and responding to or facilitating the response to inquiries and requests for information from legislators, government officials, and stakeholders. (10%)

Knowledge of:

  • The State of Texas legislative process.
  • HHSC structure and programs.
  • Other Article II agencies.
  • Reading, analyzing and synthesizing complex policy reports and data.

 

Skill in:

  • Managing multiple and competing priorities.
  • Communicating effectively, verbally and in writing, with all levels of agency staff, stakeholders, and legislative members and their staff, with an emphasis on precision, sensitivity, and diplomacy.

  • Explain and express facts and ideas and negotiate with individuals and groups, internally and externally and to build, establish, and maintain effective working relationships.

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:

 

  • Graduation from four-year college or university major coursework in political science, public administration, or relevant field is generally preferred. A graduate/law degree is preferred.
  • Professional experience may substitute for education, but education may not substitute for professional experience on a year for year basis.
  • Experience includes five years as a Texas legislative staffer with an emphasis on issues related to health and human services.
  • Three years of previous management experience.
  • Experience in government relations or similar position at another government agency with a focus on health care policy preferred.
