HHSC seeks an attoreny to join its Open Records and Data Governance Department in the Legal Services Division of the HHS Office of Chief Counsel. The attorney will join the Open Records team, which is responsible for supporting the HHS agencies' compliance with the Texas Public Information Act.  

This attorney performs medium complexity legal work that involves communication with requestors and HHS system areas responsible for requested information, reviewing documentation, redacting documents in preparation for release, applying internal policies and procedures, drafting and submitting written briefs ot the Office of the Attorney General, and escalating issues when needed. The attorney works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

 

Essential Job Functions (EJFs):

Communicates with requestors and HHSC system areas to clarify and address requests. (20)

Coordinates with HHS system areas and obtains responsive documents for request. (20)

Reviews and redacts documents and provides responsive information to requestors. (35)

Prepares and sends briefs to the Office of the Attorney General addressing the confidentiality of requested information.  (20)

Maintains tracking of requests and other administrative work regarding requests. (5)

 

Knowledge, Skills and Abilities (KSAs):

Knowledge of and ability to work with confidential records/files/information.
Knowledge of widely used computer software. 
Skill to operate a computer and utilize widely used software.

Skill to perform tasks with a high degree of accuracy and close attention to detail. 
Ability to set priorities and goals for accomplishing workload within limited time frame. 
Ability to follow security policies, and procedures while working with confidential records/files/information. 
Ability to understand and comply with written and oral instructions. 
Ability to use sound judgment and work independently in fast paced/stressful situations.
Ability to communicate orally and in writing in a clear, effective and diplomatic manner.   

Registrations, Licensure Requirements or Certifications:

Attorney must be licensed by the Supreme Court of Texas and hold membership in good standing with the State Bar of Texas.

 

Initial Screening Criteria:

 

Experience in legal work. Graduation from an accredited law school with a Juris Doctor (J.D.) degree. Member in good standing with the State Bar of Texas.
