Brief Job Description
The Program Policy team within the Medicaid and CHIP Services (MCS) Office of Policy is seeking an individual who is passionate about improving independence and choice for fellow Texans with disabilities. We are looking for a highly motivated individual who will serve as a Program Specialist VI for the Money Follows the Person Demonstration (MFPD), a state / federal partnership intended to rebalance long-term services and supports (LTSS) across the country. This program helps transition people from institutions into community living with supports to help them live independently.
The Program Specialist VI supports the Money Follows the Person Demonstration (MFPD) Program Director in administering the state’s MFPD program. The position will work independently and as part of the team and be responsible for overseeing contracts and monitoring MFPD program budgets and performance. The position is a key component of the MFPD team and will work closely with the Program Director and Assistant Director on key programmatic tasks, which may include:
• Leading complex projects that further the mission of MFPD;
• Representing Texas’ MFPD program at the state and national levels and interacting with other state directors and federal officials;
• Providing technical assistance to grant recipients to improve program activities and services;
• Conducting outreach to public housing authorities to secure set-asides of housing units/vouchers for people participating in MFPD;
• Developing MFPD marketing materials;
• Collaborating with managed care organizations to conduct outreach to nursing facilities on MFPD;
• Conducting training for nursing facilities;
• Conducting research and analysis of state and federal Medicaid, and other policies, affecting older adults, people with disabilities, and individuals with intellectual and developmental disabilities and related conditions; and
• Providing input on the planning, and implementation of programs and LTSS policies related to the MFPD.
This position will be directly involved in developing and implementing public policy which will positively impact current and future Medicaid members through initiatives that emphasize access to community life. The ideal candidate has strong communication skills, is organized, and has strong written communication skills, in both formal and informal contexts.
The position is not supervisory, but may be expected to train, lead, and prioritize the work of others. The applicant selected for this position will work closely with the MFPD Program Director, MFPD Assistant Director, project stakeholders, and other agency partners. There is considerable exposure to other healthcare programs and services. Interest in and ability to work collaboratively with internal and external stakeholders is essential for this position.
Essential Job Functions
- Collaborate with public housing authorities to develop partnerships to set-aside units and/or vouchers for people transitioning from nursing facilities (20%).
- Develop outreach and marketing materials to increase participation in MFPD (20%).
- Serve as liaison between housing authorities and managed care organizations to ensure utilization of available housing units/vouchers (15%).
- Conduct training of managed care organizations and nursing facilities on the benefits of/process for transitioning nursing facility residents under MFPD (15%).
- Provide grant implementation project leadership under the direction of the MFPD Project Director (10%).
- Liaison with other HHSC areas and state agencies to ensure coordination of grant related policies and procedures (10%).
- Prepare presentations and gather appropriate data for management, executive staff and external state and federal stakeholders (5%).

Knowledge, Skills, and Abilities
Knowledge of:
- Federal grant administration and contract management principles and methods, especially in the public sector, and
- Public housing authority programs.
Skill with:
- Adapting to and implementing creative and workable solutions to complex problems; and
- Synthesizing complicated and technical information and translating it into easily understandable and concise documents and/or presentations in a leadership role; and
- Outreach and marketing
Ability to:
- Exercise sound judgment with limited data and working independently with limited direction; and
- work cooperatively and effectively in a team environment.
Initial Selection Criteria
Required
- Graduation from an accredited four-year college or university with a degree in public policy, public health, sociology, social work or related health and human services field; and
- Two years of full-time work experience in the health and human services, government, or related field.
- Experience and education may be substituted for one another on a year for year basis.
Preferred
- Master’s Degree (in addition to the four-year degree as specified in the Required Initial Selection Criteria);
- Four years full-time work experience in the health and human services or related field;
- Experience with complex projects involving multiple parties;
- Experience with grants, contracts or requisition processes; and
- Experience with budgeting and expenditure reporting processes.
