Brief Job Description:
The Opportunity: To drive excellence on the Claims Administrator Contract Oversight (CACO) team in the Contract Administration and Provider Monitoring (CAPM) Office in support of Health and Human Services Commission (HHSC), Medicaid/CHIP Services Department’s jointly funded state and federal healthcare programs serving more than 4.7 million Texans each year. As a single state agency designated to administer Medicaid, HHSC sets policy; determines client eligibility; oversees provider and health plan contracts; and submits Medicaid State Plan amendments and waivers to the federal Centers for Medicare and Medicaid Services. The Manager V for CACO performs highly advanced (senior level) leadership and managerial functions by providing direction and guidance resulting in compliant contract management oversight and is responsible for the daily operations and activities of staff working on the execution, administration, and management of complex, high value contracts for various programs administered by the HHSC. This position will oversee various Medicaid related contracts which include but are not limited to, the Medicaid Management Information Systems, Business Operations and Business Integration, Electronic Visit Verification and the Pharmacy Claim and Rebate Administration contracts.
Work involves establishing strategic goals and objectives related to the program’s contract administration and monitoring functions; reviews and remains current on all guidelines, procedures, policies, rules and regulations; tracks and measures progress to achieve established goals, ensuring a comprehensive and compliant contract oversight system is in place; accountable for completing tasks/projects on time; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business functions, program activities; and plans, assigns and supervises, the work of others.
This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
30% - Manage the daily activities of staff responsible for developing and implementing systems of contract oversight for complex contracts for the administration, execution, and management of complex, high value contracts. This work includes planning, assigning and supervising the work of unit staff; creating and maintaining staff development plans; training and supporting staff; and proving guidance for contract activities, and monitoring staff compliance with established guidelines, policies and procedures.
20% - Oversees developing and implementing systems of contract oversight for complex contracts using desk reviews, testing, and coordinating information from multiple sources. This includes establishing goals and objectives for the contract oversight system; establishing guidelines, policies and procedures; developing and approving schedules, priorities, and standards for achieving goals; managing evaluation activities and risk assessments, identifying risks/issues and areas in need of change, making recommendations to leadership on risk mitigation strategies and suggestion for improving operations.
20% - Oversees the operations and activities of ensuring contract compliance. This includes ensuring processes and systems are in place to determine if contractors are meeting their contract performance obligations by monitoring, tracking, and reporting the results of key metrics; using data analysis and data based decision making; initiating appropriate actions based on the results of contract performance reviews and risk assessments; and, identifying trends or anomalies that may require additional contract oversight.
10% - Oversees the development and finalizing of contract documents to ensure materials are concise, understandable, and properly reflect contract requirements and terms. This work includes ensuring services are necessary, appropriately scoped, reasonably costed, and consistent with state/federal laws, rules, regulations, and program policies and procedures; reviewing scopes of work, specifications, and conditions; ensuring communication and coordination occurs with internal and external stakeholders on issues related to contract functions; and reviewing and verifying payment schedules, budget, budget allocations/forecasts and payment are properly reflected in contract agreements.
10% - Oversee the preparation and accuracy of correspondence and reports to external and internal parties regarding contract issues and activities; prepare status reports for leadership identifying progress, productivity, key milestones, results of evaluation activities, vendor compliance, and trends or anomalies that may require additional contract oversight.
10% - Provides technical assistance and guidance to division or department staff regarding anything in the areas perview; and may represent the Medicaid/CHIP Services Department at meetings, hearings, trials, conferences and seminars.

Registrations, Licensure Requirements or Certifications:
This position will require an applicant to obtain specialized certification as a Certified Texas Contract Manager (CTCM). If not currently a CTCM, the selected candidate must obtain CTCM certification within 12 months of the hire date unless otherwise approved by the supervisor.
Inital selection cirteria:
Graduation from an accredited college or university with a bachelor's degree. At least three (3) years of experience in contract management, vendor management, or contract administration. Applicants without a degree will need a total of seven (7) years of experience in contract management, vendor management, or contract administration.
