The Manager V role reports to the Director of Health and Specialty care systems Applications. This position performs advanced (senior-level) managerial work administering the daily operations and activities related to the maintenance and support of applications in the HSCS Applications portfolio area within the IT Application Services department.  Provides leadership and supervision essential to ensuring efficient and effective application delivery services for the portfolio area. Supervises technical and professional staff within this group to ensure effective delivery and ongoing support of Information Technology (IT) services to customers.

 

Work involves cross-organizational collaboration, development of processes, assure technical solutions and services are compliant with HHS standards for customer service, development, architecture, security and project management.

 

Oversees and/or manages projects that implement solutions for customers in this area. Works closely with customers to help determine customer needs and priorities. Plans projects and individual work assignments to implement solutions to those needs and to ensure that priorities are met. Responsible for ensuring projects deliver automation products that correctly satisfy customer needs. Responsible for ensuring correct operation of application software within this area. Works with other members of the IT Section to develop, deploy, and continuously improve common software development and maintenance practices and procedures. Uses Service Delivery Plan process and maintains quarterly work plans, including scheduling, resources allocation, and estimates. Ensures compliance with Department and State Human Resource (HR) policy and work rules. Ensures compliance with HHSC policy and plans. 

This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel to other work location may be required. Performs other duties as assigned. 

 

 

Selected candidate must work onsite from an HHS office located in Austin, Texas designated by the hiring manager. 

 

 

Essential Job Functions (EJFs):

 

  1. Provides leadership and supervision essential to ensuring efficient and effective applications development services for HHSC customers. Supervises the overall planning, implementation, coordination, and evaluation of services in the assigned IT portfolio area. Responsibilities include meeting established goals, ensuring work plans and schedules are in place and properly executed, organizing the work based upon best practices, and overseeing day-to-day operations so that activities are completed on time, within budget, and within scope and quality requirements. Managing the daily operations and activities related to the maintenance and support of applications within the IT Application Services portfolio area. Works closely with customers, and vendors as needed, to help determine customer needs and priorities. Supervises technical and professional staff within this group to ensure effective delivery and ongoing support of Information Technology (IT) services to customers. Monitors the resolution of software production issues. Ensure application security by enforcing and ensuring security requirements are met. Provide input on budget, staff allocations and recommendations for effective use of resources, including legislative requests. 30%
  2. Provide support to ensure technical solutions and services are compliant with HHS standards for customer service, development, architecture, security and project management. Provide and coordinate technical solutions by collaborating with technical teams, other IT partners, such as the data center, IT security, IT Contracts, IT Business Operations, vendors, etc. to support applications and projects. Supervises team leaders, technical dev team or highly complex projects that require coordinating, planning, and scheduling during project development and implementation stages. Oversight of project teams responsible for large complex in-house and vendor developed applications, that require intra-agency and/or inter-agency collaboration. Supervises and oversees day-to-day operations so that projects are completed on time, within budget, and within scope and quality requirements. Works with financial analyst to oversee and approve budget expenditures and implement budgetary adjustments. 25%
  3. Assists leadership with HHS System consolidation. Assists with research and contract management for using outsourced services, including the development of RFP’s, the evaluation of bids, and provides recommendations. Assists with vendor management and provides performance reporting. Assists Director with the consolidation of services to achieve cost reductions and / or improved services. 20%
  4. Advises, consults and negotiates with HHSC customers in providing software development services for and evaluating service level performance consistent with HHSC standards and guidelines. Provides leadership to assigned staff to ensure services are coordinated, efficient, follow best practices and policies, and meet service level objectives. Maintains up-to-date knowledge of other branches within the HHSC Applications Development Unit and negotiates sharing of resources to achieve objectives across the Section. Oversees large operational and project budgets. This includes monitoring spending and expenditures; fiscal planning; coordinating budgetary processes; preparing financial forecasts; and reviewing and adjusting budget plans. 10%
  5. Manages and develops staff through review of performance data, consultation, training and performance appraisal. Responsible for hiring and selection, creating interview questionnaire, assigning work, completing performance evaluations, recommending personnel disciplinary actions, and scheduling and approving leave. Assures team members comply with all related policies, standards, procedures, and activities. 5%
  6. Assures portfolio conforms to and complies with all related policies, standards, procedures, activities, and required reports provided by the section, HHSC, and oversight agencies. Assures team confirm to and comply with all related policies, standards, procedures, activities, and that required reports are provided to HHSC and oversight agencies. Support portfolio audit requests and activities, including remediation. 5%
  7. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations. 5%

 

 

Knowledge, Skills and Abilities (KSAs):

 

 

  • Knowledge of design patterns and a comprehensive understanding of object-oriented and service-oriented application techniques and theories.
  • Knowledge of unit testing methodologies and frameworks.
  • Skill in specification development, software development, report writing, and training. 
  • Skill in using .NET, C#, CSS, JavaScript, Entity Framework, Model View Controller (MVC) or other similar tools, PC-based applications, MS SQL Server, MS Word and MS Excel.
  • Skill in using source control management systems and continuous integration/deployment environments.
  • Skill in designing and managing SSLC, state hospital Key indicator performance projects.

Initial Screening Criteria:

  • Bachelor’s degree or higher in a technology related field is preferred. May substitute direct work experience on a year-for-year basis in lieu of education.
  • Experience using Microsoft office suites is required.
  • Excellent written communications as observed by detail and completeness of information provided on the state application. 
  • Minimum of 5 years of .net development experience is preferred.
  • Experience in using ITSM tools such as ServiceNow, Remedy on Demand or similar is preferred.
  • Experience working in Texas state government is preferred.
