The Office of Inspector General (OIG) is seeking a dynamic and experienced leader to manage the daily operations of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) Vendor Monitoring Unit (VMU). This senior-level role is responsible for overseeing program integrity efforts, ensuring compliance with federal regulations, and driving continuous improvement across vendor oversight activities.
The WICVMU Manager will be responsible for the following. Lead and manage the WIC Vendor Monitoring Unit, including strategic planning, goal setting, and operational execution. Direct the development and implementation of inspections, evaluations, reviews, and of WIC-authorized vendors. Oversee on-site inspections, compliance buys, and invoice audits to ensure vendor adherence to program standards. Ensure all monitoring activities align with federal requirements and HHSC WIC policies and procedures. Supervise staff development, training programs, and educational outreach for internal teams, government partners, and external stakeholders. Guide the creation and revision of policies, procedures, standards, and manuals in alignment with division and agency goals. Serve as a subject matter expert on WIC vendor compliance, providing consultation and regulatory guidance to leadership. Support budget planning, monitoring, and expenditure tracking for the VMU. Develop and maintain performance metrics and generate ad hoc reports in response to agency and executive inquiries. Champion data validation and accountability initiatives, offering strategic solutions to operational challenges. Perform additional duties assigned to support the mission of the OIG.
The WIC VMU Manager must have proven experience in program management, regulatory compliance, and team leadership. Strong knowledge of federal nutrition programs, particularly WIC. Exceptional analytical, communication, and organizational skills. Ability to manage complex projects and foster cross-functional collaboration.

(40%) Oversees the inspections, evaluations, and investigations of participating Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) vendors. Manages daily activities and operations of the Office of Inspector General's, WIC Vendor Monitoring Unit (VMU). Oversees the conduct of on-site inspections, compliance buys, and invoice reviews of contracted vendors of the WIC Program; ensures regulatory compliance plans and implements the federal fiscal year work plan for WIC VMU activities. Ensures all activities meet federal requirements and in accordance with the Health and Human Services Commission (HHSC) WIC rules, program policy, and procedures. Oversee the establishment of goals and objectives; develops and approves the scheduling of unit activities, priorities and standards for achieving goals. Review activities, summaries, and reports regarding high and low risk vendors and create operational plans and activities. Represents the WIC VMU at meetings. Ensures all activities are accurately documented according to unit policies and procedures.
(30%) Oversees the detailed and complex research and analyses of WIC program, including examination of legal compliance, rules, regulations and policies, and operational procedures and policies. Oversee the development, implementation, and evaluation of the effectiveness of methods for monitoring and ensuring HHSC and WIC Program compliance with established policies, guidelines, standards, and best practices. Utilizes data to develop and implement action plans to initiate new programs and improve current processes. Prepares detailed reports of findings and recommendations. Conducts trend analysis to determine areas of interest and focuses on continual process improvement. Oversees, develops, implements and manages various initiatives and special projects, in addition to overseeing the program development and growth for the WIC compliance program.
(10%) Oversees the review, completion, and submission of the program's performance measures. Oversee the planning and development of activities and federal fiscal year work plan. Coordinates and shares information across appropriate HHSC agencies, programs, and stakeholders to discuss issues associated with non-compliance. Oversee the preparation for group meetings attended by various internal and external stakeholders. Prepares written and oral communications and reports to external stakeholders and internal parties regarding compliance issues, activities or results. Prepares briefings for executive level staff in order to provide status updates and to identify programmatic issues and recommendations. Provides subject matter expertise and assistance to leadership and staff regarding interactions with federal and state agencies pertaining to inspections and evaluations.
(10%) Oversees the preparation and development of program policies, procedures, standards, and manuals in accordance with the program and HHSC. Oversee educational outreach and training function, research, development, review of policy documents, and explanatory materials by researching industry standards, establishing program expectations. Coordinates the drafting, reviewing, revising, and implementation of policy documents. Oversee the preparation of and presents reports to management on agency compliance with policies and procedures. Responsible for organizational performance measures and creating ad hoc reports in response to management or state agency inquiries. Oversees assessment of training and educational needs, and develops and provides inspection education to program staff, governmental agencies, and community organizations. Serves as a subject matter expert and assists management in responding to regulatory inquiries and regarding WIC policies, processes, or procedures.
10%) Hires, manages and develops staff, and recommends appropriate personnel actions to foster a fair, honest and equitable work environment. Provides direct reports with work assignments, clear direction and information on responsibilities and work performance expectations. Develops work performance plans and conducts performance evaluations at least annually. Oversee the development and advancement of subordinates through training and effective use of employee development plans. Disseminate information and management decisions regarding relevant departmental activities. Works within agency constraints provide staff with tools and information needed to carry out their responsibilities and to succeed in their work. Reviews and approvals of leave and carries out other expected human resources activities with direct reports. Provides directions to subordinate managers regarding activities and operations of their functional areas and oversees the improvement of the program operations. Assists with assessing staff performance, resolving performance problems and recognizing exceptional performance. Leads employees using a performance management strategy and development process to provide an overall context and framework to encourage employee contribution and includes goal setting, feedback, and performance development planning. Leads employees to meet the organization's expectations for productivity, quality, and goal accomplishment. Ensure effective strategies in hiring, training and evaluation of staff to ensure work quality and standards.
Licensure, Certification, or Registration Required:
License in good standings to operate a motor vehicle. Must possess a valid Texas driver's license.

Initial Selection Criteria:
Five (5) years of experience in Inspections, Evaluations and Investigations of administrative and criminal fraudulent related activities. Four (4) years of experience in supervision, management, or team lead of an investigative unit. Graduation from an accredited four-year college or university with bachelor’s degree relevant major courses in Management, Criminal Justice or Business Administration preferred. Experience and education may be substituted for one another on a year to year basis. Willingness to meet 30% travel requirement.
