Brief Job Description:
The Manager V is selected by and reports to the Director of Medicaid CHIP Data Analytics (MCDA), within the Office of Data, Analytics, and Performance (DAP). The Manager V performs highly advanced (senior-level) management work overseeing the daily operations and activities of the MCDA Data Management team within DAP. The Manager V of the Data Management team is responsible for establishing and implementing strategic goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving goals; coordinating and evaluating program activities and strategies for more effective database administration operations and planning; providing for the efficient and effective storage, retrieval, customization, and archiving of data to ensure integrated database systems; planning, developing, and implementing database policies and procedures; and maintaining and verifying data integrity. Duties also include presenting to program staff and executive leadership and serving on workgroups and committees to coordinate and develop Medicaid CHIP policy standards related to data management, data quality, and data integrity. Plans, assigns, and supervises the work of Medicaid CHIP Data Management team staff. Works under limited supervision, with extensive latitude for the use of initiative and independent judgment. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Essential Job Functions (EJFs):
Serves as the manager and plans, assigns, monitors, and oversees the work of the MCDA Data Management team. Ensures coordination and collaboration of unit activities with Medicaid CHIP and HHSC programs, HHSC data center staff, governmental agencies, stakeholder organizations, researchers, and other members of Medicaid and CHIP Services (MCS) and DAP. Oversees the coordination and participation in special assignments and projects relating to information systems and data collection. Performs other duties necessary to achieve the mission of DAP. (30%)
Provides consultation and assistance to MCDA, Medicaid CHIP staff, DAP, and HHSC staff to better understand business needs related to information systems and data collection and to develop methods and strategies for efficient querying of the data and in data extraction for analysis and reporting. Coordinates with contractors and data center staff to troubleshoot and resolve functional and performance issues encountered in production, development, and test environments. (25%)
Oversees the development and timely completion of database, data management, and information systems solutions and recommends appropriate changes and improvements. Ensures alignment with agency-wide data governance practices and policies. Represents the department at meetings, workgroups or committees as assigned. Facilitates meetings with MCS or DAP stakeholders at various levels. Acts as Project Manager for critical projects as needed. (25%)
Oversees the development and implementation of strategic goals and objectives, standards and processes and establishment of metrics and assessments to improve data governance and ensure the integrity of MCDA database environment. Evaluates existing policies and procedures, and recommends new policies or changes as needed. Oversees the development of technical policies, procedures, manuals, and standards for the team. Oversees analysis, implementation, and documentation of existing policies and procedures, and recommends changes as needed. Reports and presents recommendations for the development and improvement of data management. (10%)
In collaboration with DAP leadership, oversees and plans compliance with policies, procedures, regulations, and statutes related to data integrity and confidentiality, and takes corrective action as needed. (10%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of:
Local, state, and federal laws and regulations.
Programs and services provided by HHS agencies. Knowledge of patient level health and demographic data (e.g., Census, Vital, Medicaid, and CHIP data).
Data systems and applications used by HHS agencies.
Data analysis techniques. Knowledge of scientific research methods, statistical techniques, mathematics, geographical concepts and their application to data analytics.

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in computer science, information technology, or a related field. Direct data/database management experience may be substituted for education on a year-for-year basis.
2 years in a managerial, supervisory, team lead, or equivalent role is required.
3 years’ experience in a field related to the agency program is preferred.
Experience in database development and management is required.
Skill in SQL scripting is required.
Work and experience with collection, analysis, and dissemination of data related to Medicaid and CHIP is preferred.
