The Texas Health and Human Services Commission (HHSC) Access and Eligibility Services (AES) Office of Administration (OA) seeks a highly qualified candidate to fill the position of a Manger V within the Contract Operations, Contract Quality Assurance & Training (CQAT) Team. This position makes a significant contribution to OA’s mission by ensuring all procurement and contract-related projects are performed with the highest level of accuracy, timeliness and in accordance with HHSC standards. CQAT maintains four core functions: (1) Procurement related guidance and support to all AES stakeholders; (2) Develop and maintain Contract Operation’s Policies and Procedures, to ensure compliance with state and federal requirements; (3) Develop and facilitate in-person, virtual, and web-based Contract Operation’s trainings; and (4) Analyze and determine after-contract action compliance with HHS and Statewide Procurement Division contract management policies and procedures.

Under the direct supervision of the Access and Eligibility Services (AES) Office of Administration (OA) Contract Operations, the Manager V performs highly advanced (senior-level) procurement and contract administration work oversighting project managers and teams responsible for contract and financial oversight to support AES Eligibility Operation (EO) and Community Access (CA) contracts and grants. Responsibilities include reviewing and approving the work of procurement and contract activities towards the achievement of purchase and contracting objectives and goals; developing relationships across divisions and agencies to ensure program, project, and procurement and contract activities are collaborative and coordinated among impacted parties; exercising sound judgment in making critical decisions and identifying the need for and applying appropriate intervention measures; interpreting state and federal laws, rules, and regulations; and ensuring all procurement and contract-related tasks are performed with the highest level of accuracy and in accordance with applicable statutes, regulations, and HHSC policies and standards. Additional responsibilities may include development and maintaining of procurement and contract-related tools, comprehensive oversight, development, and implementation of staff training, after-contract audits, contract procedures, processes, and systems. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs)
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
EJF#1: Manages the daily operations of project managers staff to ensure accuracy and timeliness of procurement and contract activities and develops short- and long-term strategies and goals for effectiveness of programs and services. Leads a team of project managers to initiate, manage, and perform project management, contract management and monitoring activities to determine if contract operations is in compliance with the terms and conditions of the contracts, including applicable internal and state and federal regulations and policies. Examines and analyzes internal control structures, processes, and systems for reliability, adequacy, accuracy, efficiency, and compliance with contracting and legal regulations. Plans, assigns, and supervises the work of assigned project management staff to ensure tasks are completed timely and efficiently. May serve as the liaison between AES and other agency divisions. (50%)
EJF#2: Manages and oversees quality assurance and staff training activities and initiatives regarding contract processing and administration by developing contracting quality assurance activities. Oversees technical reviews of contracts and related documents verifying contract data meets performance described in the contract and follows internal and agency process and procedures. Uses internal quality review tools to review and evaluate compliance with contract management and administration criteria. Identifies areas of needed change and makes recommendations to improve operations. (25%)
EJF#3: Plans, assigns, and supervises the work of project managers. Including developing comprehensive training plans for staff, conducting coaching and development activities, and creating a process for the appropriate follow-up of assignments. (15%)
EJF#4: Serves/participates on committees and workgroups regarding assigned contract/program area, new departmental statewide initiatives, and redesign of contract related processes, to include the development and implementation of effective techniques for evaluating performance and compliance. (10%)
Knowledge Skills Abilities:
- Knowledge of State procurement and contract laws including the State of Texas Procurement and Contract Guide.
- Knowledge of acceptable communication standards, tools, and methods. Knowledge of local, state, and federal statutes and regulations relating to federal grant programs.
- Ability to effectively communicate complex information, both verbally and in writing, and produce reports.
- Working knowledge of contract lifecycle processes and procedures related to non-profit, governmental settings.
- Skill in performing complex advanced level research.
- Skill in interpersonal relationships, including the ability to supervise and work under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various levels of personnel in governmental entities.

Registration or Licensure Requirements:
Texas Contract Manager Certification (CTCM) required.
Texas Contract Developer Certification (CTCD) required.
Initial Selection Criteria:
Graduation from an accredited four-year college or university with major coursework in a business administration, finance, accounting, or a related field. Experience and education may be substituted for one another on a year tfor year basis. Employment application illustrates effective written communication skills.
At least 4 years of experience in contracting and procurement in AES.
Recommended 2 years in a managerial, supervisory or equivalent role is required. Managerial, supervisory experience may be substituted with a minimum of 2 years leading complex projects with multi-cross functionl workgroups.
Experience in database programs, including the Microsoft Office suite, Salesforce, and Storyline Articulate software.
Candidates must have experience managing complex procurements, contracts, or contract policy implementation initiatives.
Candidates must have experience with federally funded contracts or solicitations.
