Brief Job Description: 

Serves as the Business Requirements Manager in the HHS IT Social Services Applications Division. Guides and directs staff, ensuring goals and objectives are achieved. Provides oversight and direction to vendor and state staff regarding the analysis of HHSC assistance program policies and procedures to determine their impact on Social Services Applications automated systems (including TIERS, SSP, and related systems and interfaces) and oversees the development of system requirements. Serves as liaison with State program/regional staff to communicate and resolve issues. Oversees the preparation of management and productivity reports and studies. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. The Business Requirements Manager is selected and accountable to the Director of Social Services 

 

Essential Job Functions (EJFs): 

Provides oversight and leadership direction to state and vendor staff on the daily operations and activities of the Business Requirements Unit in the HHS IT Social Services Applications Division. Develops and manages unit staff through consultation, training and performance appraisal. Responsible for selection, hiring, assigning work, completing performance evaluations, recommending disciplinary actions and scheduling and approving leave. Perform planning and budgeting functions to ensure the proper and efficient use of available resources. (25%)  
 
Oversees the development and implementation of goals and objectives; develop work plans and standards for achieving goals and directs evaluation activities to support the successful business operations of the Social Services Application organization in providing agency policy and program expertise, and eligibility system application knowledge on organizational activities, including the design and development of Social Services Application systems, evaluation of change requests, evaluation and assessment of agency business process changes, and review of proposed legislation for potential impact. (25%)  
 
Oversees the preparation of management and productivity reports and studies for the implementation of business requirements into TIERS and other HHS eligibility-related software applications. Serves as a resource for business stakeholders, program management, technical management, and state and vendor staff to ensure that their needs/requirements are defined and implemented in the eligibility systems/applications that support HHS enterprise service delivery. (20%)  
 
Oversees the process of analyzing issues, including those with TIERS application/production, and develops/identifies/recommends solutions. Monitors and reports on team activities and status. (15%)  
Establishes and maintains effective working relationships. Coordinates effectively with internal and external entities to ensure business requirements are implemented in the TIERS and related eligibility applications. Represents the Social Services Applications Division/TIERS and the agency in a variety of internal and external settings to present information. (15%) 

 

Knowledge, Skills and Abilities (KSAs): 

Preferred extensive knowledge of HHS automated eligibility systems.

Preferred experience working with production problems related to HHS eligibility systems.

Knowledge of state and federal laws and regulations and internal policies and procedures related to HHS programs  
Knowledge of HHS automated systems and reports  
Knowledge of the principles and practices of public administration  
Ability to direct and organize work activities
