Brief Job Description:

Manager V reports to the Director of Identity and Access Management and provides leadership to technical support and development staff. In this position, the Manager will be responsible for the Identity and Access Management (IAM) team that supports the Department of State Health Services (DSHS). The Manager will establish goals and objectives, develop guidelines, procedures, and policies, provide support to customers and staff, and liaise with HHS leadership and stakeholders to align with the Texas Health and Human Services strategy. The Manager will be responsible for managing IAM development efforts that support the DSHS applications and program areas. Duties also include day-to-day management and oversight of technical staff, including allocating project resources, monitoring and documenting staff performance, and implementing process improvement changes.      

Essential Job Functions (EJFs):

Oversees the architectural design, planning, production support, and customer services for custom software systems. Supervises the support of existing applications and the development of enhancements for current managed applications, as well as future application integrations. Oversees access management for applications supported by IAM, which includes adding, modifying and removing application access. (35%)

Effectively manage the assigned resources and staff, establish performance plans, provide actionable feedback to staff, provide meaningful upskilling plans and opportunities,  coordinate knowledge transfer plans, and fill vacancies as required. (25%)

Identifies and addresses critical success factors and risks, ensures software products comply with established business requirements, and functions as specified in complex integrated environments. (15%)

Performs negotiations, resolves conflicts, makes presentations and communicates technical information to all management, customer, technical, and non-technical staff levels. (10%)

Conducts orientations, coaching and cross-training to multiple staff members/teams regarding highly complex topics (e.g., elements of the project management life cycle, system development life cycle, application contract oversight requirements). (10%)

Knowledge, Skills and Abilities (KSAs):

Knowledge of the principles, practices, and techniques of Identity and Access Management

Knowledge of NIST and HHS information security controls and information security best practices.

Knowledge in, computer programming, the use of computer hardware and software, and able to modify or develop programs for computer applications.

Skill in problem-solving, critical thinking, analysis and interpretation of large, complex IT/technology products and services

Skills in facilitating meetings with multiple customers and technical staff, including building consensus and mediating compromises when necessary.

Skills include verbal and written communication, and a keen ability to develop recommendations and presentations suited for various levels of leadership and decision-makers  

Ability to provide leadership/guidance/mentorship (direction setting and articulating, consensus building, conflict mediation, diplomacy, etc.)

Ability to organize, direct, and manage large, complex technology software development environments, multiple concurrent projects, and multiple large groups of diverse, technical professionals.

Initial Screening Criteria:

Graduation from an accredited four-year college or university with a Bachelor of Administration (BA) or Bachelor of Science (BS) in Computer Science, Information Systems, Business or a related field is preferred. Experience may be substituted on a year-for-year basis.

5+ years of progressive IT experience
