Brief Job Description:

Manager III reports to the Director of Field for Child Care Regulation’s (CCR) Residential Care Unit (RC). The Manager performs complex (journey-level) managerial work administering the programmatic activities of the RC unit. The Manager’s primary purpose is to establish goals, objectives, policies, and procedures that align with CCR. The Manager will be responsible for planning, assigning, and monitoring program staff's performance through observations, workload review, performance evaluations, quality assurance reviews, and other statistical reports. Monitors, plans, and prioritizes program workload and workload volume, making recommendations for process improvements across the program.  Monitors the program area for compliance with agency-wide training requirements. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.  Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

EJF:

Manage, develop, and supervise the work of state office program staff. Establish strategic plans, goals, and objectives in accordance with CCRs policies and procedures.  Manager III will serve as the subject matter expert for RC, and be a point of contact for legislative bills, inquiries, and media requests. The Manager III will develop, implement, and manage work plans and procedures to ensure effective allocation of state resources.  25%

Evaluates overall programmatic performance through quality assurance and other statistical reports, observation of staff, and recommends appropriate actions in need of improvement. Assists in ensuring overall compliance with timeliness and quality of inspection and investigation work.25%

In support of the Director of Field and other key leadership staff, the Manager III makes recommendations on initiatives and process improvements to streamline the work of the field staff. Utilizing the state office program specialist team, the Manager III collects data and/or utilizes existing data to lead the process improvement initiatives. The Manager III presents the initiatives to key leadership for feedback, and once finalized, supports the implementation and roll out of these initiatives. 25%

Selects, manages, evaluates and develops staff through review of performance data, conferences, training, and performance reviews. 15%

  • Leadership and management experience.
  • Regulatory experience in compliance with law, rules and policy.
  • Ability to establish and maintain effective working relationships with internal and external stakeholders.

  • Ability to prioritize and manage multiple responsibilities.

Initial Screening Criteria:    

Experience in regulatory services. 

A four-year bachelor’s degree from an accredited college or university. Experience and education may be substituted for one another on a year for year basis.

Two years’ experience in childcare licensing, residential child care, or child placing activities.

One year experience in supervision or management.

Bachelor's degree from an accredited college or university or relevant experience in lieu of education.

One-year full-time experience in supervision, management and two years’ experience in childcare licensing, residential care, or child placing activities.
