Brief Job Description:

Works under the general supervision of the HCSSA License and Certification Manager and closely with the Provider License and Certification Manager and team, with considerable latitude for the use of initiative and independent judgment. Performs moderately complex managerial work, coordinating and overseeing the daily operations and activities of the provider licensure unit. Responsible for the daily operations of the licensure unit. Oversees the development and implementation of goals, objectives, policies, and procedures to support the successful business operations of the Regulatory Services Division. Develops schedules, priorities, and standards for achieving established goals. Supervises provider licensure program staff to ensure the achievement of program goals and objectives. Manages the state licensing process for the unit. Responsible for assuring that HHSC complies with applicable state and federal enrollment rules and statutes. The LTCR area prohibits outside employment with any entity that HHSC regulates and or contracts with. 

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

Essential Job Functions (EJFs):

 

EJF 1: Manager: Manages the Regulatory Services Provider Licensure unit. Provides overall vision, leadership, and strategic direction to the unit. Ensures staff assigned to the unit have adequate training and equipment to perform job responsibilities in an acceptable manner. Delegates tasks to personnel assigned to the unit. Participates as a member of the Provider Licensure and Certification management team. Plans and conducts regular team meetings to ensure adherence to protocols, policies and procedures. Shares information with staff as appropriate. Represents the division and section at meetings, conferences, and seminars. (20%)

 

EJF 2: Personnel Management: Effectively selects, supervises and develops staff through review of performance data, conferences, training and performance appraisals. (20%)

 

EJF 3: Program Management: Develops, implements and monitors adherence to standards, policies, procedures and guidelines to accomplish essential functions and objectives and ensure compliance with federal/state laws, rules and regulations related to provider licensure and certification. (15%)

 

EJF 4: Quality Improvement: Performs quality assurance of applications and provides guidance to staff. Coordinates with Data Management staff to develop and modify workload reports to ensure continuous quality improvement and efficiency of unit’s licensure processes by analyzing data and trends. Identifies backlogs and monitors processes and systems for effectiveness, efficiency and conformance to established guidelines. (10%)

 

EJF 5: Subject Matter Expert (SME): Serves as a subject matter expert on Regulatory Services' Provider Licensure and Certification programs and provides technical assistance to internal and external stakeholders. Analyzes and interprets proposed state and federal legislation and determines impact on program. (10%)

 

EJF 6: Customer Service: Interprets and communicates licensing requirements to internal and external stakeholders, orally and in writing. Provides highly complex technical assistance and consultation regarding program requirements and resolves customer concerns. Provides rule and policy interpretation to applicants, their representatives, and the general public. Provides oral and written customer service, answers program rule and policy questions, and provides information relative to the licensure and processing. Performs unit telephone coverage through the provider licensure and certification call center. (10%)

 

EJF 7: Other Duties as Assigned: Performs other duties as assigned in order to ensure services are provided. Willingly completes other duties as assigned within time frames and minimum standards established by supervisor at the time of the assignments. Obtains supervisor clarification and assistance as needed to complete task. (10%)

 

EJF 8: Court Testimony: Testify in court related to the licensure and certification process as needed. (5%)

 

Knowledge, Skills and Abilities (KSAs):
Knowledge of:  State and federal laws and regulations related to Long-term Care HHSC programs, preferred.

 

Skill in:

  • Analyzing, developing, and interpreting complex federal and state regulations, legislation, program policies and procedures.

Registrations, Licensure Requirements or Certifications: 
None Required.

 

Initial Screening Criteria: 

Graduation from high school or GED, an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another year-for-year basis.
Experience in the management of a business function, division, or department relevant to the assignment.

Regulatory Services employees are prohibited from moonlighting/volunteering in Regulatory Services division-regulated providers.

The LTCR area prohibits outside employment with any entity that HHSC regulates and or contracts with.

Any employment offer is contingent upon available budgeted funds. The salary offered will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.

Applicants must meet HHS telework standards and provide, at their own expense, high-speed internet access, and a dedicated workspace.

This position is eligible for partial telework in accordance with applicable HHSC policies. On-site work is required 3 days a week in Austin, TX.
