ICF/IID Manager II – Starting Market Rate Salary $89,692.85

Under the direction of the Regional Director and Assistant Regional Director, coordinates and supervises the activities of a Long-Term Care Regulatory team of members representing the following disciplines: nursing, nutrition, social work, and Qualified Intellectual Disabilities Professional, and administrative/technical support. Coordinates survey activities, investigation of complaints, licensure inspections, and investigations of abuse, neglect, or exploitation. Participates in making punitive action decisions. Work includes administrative and technical support, scheduling consultation, quality assurance, and evaluating the performance of team members. Works cooperatively in scheduling, developing policy, and meeting the goals of the unit with other team leaders.

Essential Job Functions (EJFs):

Supervises unit/staff including planning work schedules, monitoring output, and ensuring compliance with policies and procedures.  

 

Evaluates program, procedures, or processes for effectiveness through review (for example, reviews statistics, reports, operations, findings, case readings, surveys, quality assurance activities, performance measures, and best practices) and reports results or makes recommendations to resolve issues or improve performance.  

 

Tracks, monitors, plans, coordinates, or schedules activities on a complex level to ensure deadlines or requirements are met.  

 

Serves as a liaison for the assigned area on complex issues with agency staff or outside entities.  

 

Plans and participates in, and monitors staff training.  

 

Selects, manages, and develops staff through conferences, mentoring, training, and performance appraisal.  

 

Testifies at hearings or in court proceedings to provide information regarding policy/procedures, history, findings, or activities.  

 

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 

 

Knowledge, Skills, and Abilities (KSAs):

 

Knowledge of and ability to interpret local, state, and federal laws and regulations relevant to program area.  

Knowledge of applicable agency program policy and monitoring systems.  

Experience in a Long-Term Care Regulatory program related to Intermediate Care Facilities (ICF/IID/RC). 

Experience performing supervisory, managerial, or professional work. 

Experience developing guidelines, procedures, rules, and regulations. 

Experience monitoring compliance with policies and procedures. 

Skill in problem solving and decision making. 

Skill in building and maintaining effective work relationships. 

Skill in using Microsoft Office software; Word, Excel, Access, Outlook.  

Ability to work as a member of a management team. 

Ability to coach employees to develop their capabilities including providing encouragement and training to improve job performance.

Registrations, Licensure Requirements or Certifications:

 

Must successfully complete state and federal training and become qualified to conduct surveys independently in the ICF/IID program within the first 12 months. 

 

Initial Screening Criteria:

 

Experience in the management of a business function, division, or department relevant to the assignment.  

Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another.  

Experience in a Long-Term Care Regulatory program related to Intermediate Care Facilities (ICF/IID/RC). 

Minimum of 2 years experience performing supervisory, managerial, or professional work.

 

Additional Information:

Must be willing to work hours other than 8-5 M-F. Must be able to travel as needed to full regional service area as needed for job responsibilities. The job requires 35% travel, with most travel during the day. However, some overnight and weekend travel is required, as well as occasional on-call duties for emergencies or high-priority situations in facilities. Must have reliable transportation.

Note: This position is able to work a compressed workweek of four 10-hour days.
