Brief Job Description:
Works under the general supervision of the Provider Licensure and Certification Manger with considerable latitude for the use of initiative and independent judgment. Performs moderately complex managerial work, coordinating and overseeing the daily operations and activities of the provider licensure and certification unit. Responsible for the daily operations of the unit. Oversees the development and implementation of goals, objectives, policies, and procedures to support the successful business operations of the Regulatory Services Division. Develops schedules, priorities, and standards for achieving established goals. Supervises provider licensure and certification program staff to ensure the achievement of program goals and objectives. Responsible for assuring that HHSC complies with applicable state and federal enrollment rules and statutes.
Essential Job Functions:
Attends work on a regular and predicable schedule in accordance with agency leave policy and performs other duties as assigned.
EJF 1: Manager: Manager II--Screening and Analysis Unit— The manager is responsible for administering the daily operations and activities of the unit. Provides overall vision, leadership, and strategic direction to the unit. Ensures staff assigned to the unit have adequate training and equipment to perform job responsibilities in an acceptable manner. Delegates tasks to personnel assigned to the unit. Participates as a member of the Provider Licensure and Certification management team. Plans and conducts regular team meetings to ensure adherence to protocols, policies and procedures. Shares information with staff as appropriate. Represents the division and section at meetings, conferences, and seminars. (20%)
EJF 2: Personnel Management: Effectively selects, supervises and develops staff through review of performance data, conferences, training and performance appraisals. (20%)
EJF 3: Subject Matter Expert (SME): Serves as a subject matter expert on Regulatory Services' Provider Screening and Analysis, Analyzes and interprets proposed state and federal legislation and determines impact on program. (10%)
EJF 4: Program Management: Develops program guidelines, procedures and policies related to the screening and analysis of applicants for licensure including analysis of financial data submitted by nursing facilities, placement as court appointed trustee, and applicants for funding through CMP funds program (15%)
EJF 5: Quality Improvement: Performs quality assurance of applications and provides guidance to staff. Coordinates with Data Management staff to develop and modify workload reports to ensure continuous quality improvement and efficiency of unit’s licensure processes by analyzing data and trends. Identifies backlogs and monitors processes and systems for effectiveness, efficiency and conformance to established guidelines. (10%)
EJF 6: Customer Service: Interprets and communicates licensing requirements to internal and external stakeholders, orally and in writing. Provides highly complex technical assistance and consultation regarding screening and analysis of applicants for licensure. Provides oral and written customer service, answers program rule and policy questions, and provides information relative to screening and analysis of applicants for licensure . (10%)
EJF 7: Court Testimony: Testify in court related to screening and analysis of applicants for licensure and certification process as needed. (5%)
EJF 8: Other Duties as Assigned: Performs other duties as assigned in order to ensure services are provided. Willingly completes other duties as assigned within time frames and minimum standards established by supervisor at the time of the assignments. Obtains supervisor clarification and
assistance as needed to complete task. (10%)
Knowledge Skills Abilities:
Knowledge of state and federal laws and regulations related to Long-term Care HHSC programs, preferred.

Initial Selection Criteria:
• Graduation from high school or GED, an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another year-for-year basis.
• Experience in the management of a business function, division, or department relevant to the assignment.
• Experience with computers and software, such as MS Word, MS Excel, and MS PowerPoint.
