Brief Job Description:

Under the direct supervision of the Acute Care Director in the Provider Finance Department, Manager VI oversees and provides leadership and guidance in the design, development, and implementation, of existing and Acute Care Fee Based Rate Setting and the Acute Care Data and Research Teams. Maintains complex applications, spreadsheets, and databases used in the determination of payment rates; and strategic operations and planning. Performs highly advanced management and oversight of staff, and directs daily operations; establishing short-, mid-, and long-term goals and objectives. Develops policies and procedures; schedules, priorities, and standards for achieving established goals. Coordinates and evaluates program activities; and supports legislative inquiries and analyses.  Completes performance evaluations and handles human resource matters for staff.  Reviews, develops and implements policies, regulations, guidelines, agency rules, and state plan amendments as needed. Identifies needed areas of change and oversees the development of alternative strategies and recommendations. Directs, assigns, and supervises the work of professional staff and provides oversight. This position works closely with key internal and external decision-makers providing timely, accurate, and well communicated budget and program management information that is needed to effectively plan, allocate, implement, and control programs, services, and staffing levels to achieve the goals and objectives consistent with the agency strategic plan.

Essential Job Functions:

1. DEVELOPMENT AND ANALYSIS: Oversees development and implementation of, and compliance with, policy guidelines, agency rules, state plan amendments and other associated documents pertaining to reimbursement methodologies and payment rates. Directs staff; develops and manages work plans and work flows. Sets priorities, goals and accountability for reporting. Develops processes, procedures, work papers, and tools to ensures compliance with agency and department standards. Monitors work flow to ensure processing time frames are met (40%)

 

2. STAKEHOLDER AND STAFF COMMUNICATIONS Interfaces with various PFD Acute Care Fee Based Rates and data staff, provider industry representatives, HHS Enterprise staff, legal staff, advisory committees, work groups and other interested parties concerning payment rate policy issues affecting program delivery and payment rate determination. Communicates complex information to internal and external parties to provide, exchange or verify information, answer inquiries, address issues or resolve problems or complaints. Interfaces with external entities including but not limited to: contracted providers, provider representatives, client advocates, other agency staff, advisory committees, work groups, attorneys and other interested parties concerning payment rate policy issues affecting program delivery and payment rate determination (20%)

 

3. LEADERSHIP: Provides guidance and management to PFD staff on complex, technical and analytical methods used acute care fee for service rate setting.  Represents PFD at meetings with external and internal stakeholders concerning rate issues and managing major projects. Hires and conducts staff training, including participation in interview and selection teams, training new hires on various technical aspects of their positions. (20%)

 

4. DOCUMENTS FOR APPROVAL AND PRESENTATION: Prepares/reviews/approves written briefing documents and other documents related to the results of research and data analysis for decision making by executive staff. Makes presentations of research or data analysis to a variety of audiences and HHSC executive staff.  (15%)

 

5. OTHER DUTIES: Performs other duties as assigned. (5%)

 

6. WORK ATTENDANCE: Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

Knowledge, Skills, and Abilities:

Knowledge of state government and health and human services financial processes and procedures.

Knowledge of the State of Texas legislative processes and procedures.

Knowledge of State of Texas strategic planning process and principles.

 

Skill in the development of reimbursement methods and payment rates, formulas, and procedures or complex cost analysis. 

Skill in the design, development and maintenance of complex computer applications, spreadsheets, and/or large databases.

Skill in interpersonal relationships, establishing and maintaining, effective working relationships.

Skills in computer software including Excel, Word, Access, HHSAS, CAPPS, and other state/governmental financial or human resources applications.

 

Ability to manage projects effectively, including setting priorities and planning, organizing and coordinating the work of others.

Ability to develop, evaluates, implement and interpret policies, procedures and rules.

Ability to identify problems, evaluates alternatives, and implements creative solutions.

Ability to exercise independent judgment, set priorities, meets deadlines and adapt to shifting technical and political developments.

 

Registrations, Licensure Requirements or Certifications:

None

Initial Screening Criteria:

Bachelor's Degree Required. Experience in finance may be substituted for education on a one-to-one basis. Required one of the following: 3 years of experience as a rate/reimbursement analyst, or 1 or more years of experience as a supervisor or team lead. Demonstrated knowledge of Medicaid reimbursement principles, match to knowledge, skills, and abilities in the job posting, and work experience that is like the position description.

 

Additional Information:

This job currently requires 2 days per week in the Austin headquarters office.  Applicant must be willing to work in the office two days per week in order to be considered for interview.
